LSA Associates Inc. Subconsultant Agreement with Hauge Brueck Associates, LLC for the Saltworks Project <br /> LSA Associates, Inc. (LSA) will assist Hauge Brueck Associates, LLC (HBA) with the public <br /> involvement process, agency coordination, preparation of environmental documents, and preparation of <br /> environmental studies for the Saltworks ' <br /> Project (Project). LSA's role will focus on providing expertise <br /> J ( J ) p g p <br /> regarding Biology to the Project environmental process. Work will be performed as directed by Anders <br /> Hauge of HBA and managed by project manager Ross Dobberteen and principal -in- charge Roger Harris <br /> of LSA. Staff assigned to the project and their areas of responsibility include: Roger Harris (Principal -in- <br /> charge), Ross Dobberteen (Project Manager), Nurmela (Assistant Project Manager), Foreman (wildlife, <br /> wetlands, and restoration permits), Granholm (wildlife permitting), Molnar (restoration, permits, exotics), <br /> Kellner (plant ecology, invertebrates), Lichtwardt (wildlife), and Gallaugher (GIS). <br /> Task 1 Program Management/Coordination <br /> Task 1.1 Project Coordination and Management <br /> The purpose of this task is to provide for coordination between HBA and LSA for preparation of <br /> environmental documents and studies and to provide for task management. HBA will provide the <br /> coordination with the Environmental Review Management Team (ERMT). LSA is a member of the <br /> Environmental Consultant Team (ECT) managed by HBA. LSA will manage this contract in compliance <br /> with the Saltworks Project ERMT Communications Plan, Safety Plan, QA /QC Plan, and Project <br /> Document and Administrative Record Plan. <br /> Task 1.6 Project Reporting and Invoicing <br /> Progress Reports. LSA shall prepare and submit monthly Progress Reports for months when work is <br /> performed. A Progress Report shall be provided to HBA to monitor the scope, the schedule, and issues <br /> with resolutions. The reporting period shall be the first day through the last day of each month. The <br /> Progress Report template provided by HBA may be modified from time to time, as appropriate. <br /> Invoicing. LSA shall submit a monthly invoice (for months work is performed) to HBA including the <br /> direct cost items and receipts. <br /> Task 1.8 Program Coordination <br /> Ongoing program coordination shall be managed by the ECT Program Manager throughout the term of <br /> the contract. Coordination shall be conducted with the City Project Manager, ERMT, City Council, City <br /> Planning Commission, agencies, and the Applicant. <br /> LSA will participate in ERMT and relevant agency meetings pertaining to biological issues, as well as <br /> CEQA/NEPA and regulatory strategy development and implementation, as directed by HBA. This <br /> activity includes one site tour and two meetings with the Applicant and ERMT. Additional meetings are <br /> not a part of this scope and will be authorized through Task Order amendment. <br /> Task 4 Biological Environmental Section <br /> The purpose of this task is to peer review the table of contents and technical reports submitted by the <br /> applicant. The peer review will evaluate the settings, thresholds, and methodology to determine that the <br /> appropriate analysis methodology has been applied in the environmental evaluation. <br /> Saltworks Project Task Order No. 001 Page 3 <br />
