LSA Associates Inc. Subconsultant Agreement with Hauge Brueck Associates, LLC for the Saltworks Project <br /> This peer review includes the following: <br /> • Peer review of biological technical report table of contents <br /> • Assist in the establishment of the city's threshold for biology. Evaluate the thresholds, settings, <br /> and technical information to determine if there are data gaps that need to be filled to complete the <br /> EIR environmental analysis. <br /> • Conduct one round of peer review of the Biology Technical Report prepared by WRA and the <br /> Salt Marsh Restoration Plan prepared by Biohabitats. The revised technical reports will be <br /> evaluated to confirm they are adequate for inclusion in the ADEIR. <br /> Task 6 Project Scoping #1 <br /> Task 6.4 Scoping Meetings <br /> In preparation for the scoping meeting, LSA met with the ERMT on two occasions to be oriented on <br /> approach and specific work products. Subsequently, LSA had daily back - and -forth communications to <br /> refine the exhibits with the consultant team. A member of HBA staff spent a day at LSA meeting with <br /> staff and communicating approach to the exhibits. As part of this task, LSA reviewed numerous relevant <br /> documents, including the Notice 'of Preparation, 2009/2010 USF W S Draft Recovery Plan for Tidal <br /> Ecosystems of Northern and Central California, and prior agency correspondence regarding the project. <br /> Because of the high profile and interest of the public, LSA was charged with creating exhibits that were <br /> specific to conditions in South San Francisco Bay, rather than more generic exhibits. This effort required <br /> research and production. In particular, cross- sections were made of habitats with representative species of <br /> the historic South Bay and the developed South Bay. Other exhibits that were prepared for the LSA <br /> stations included glossaries, a table with habitat restoration methods and costs, and a map of South Bay <br /> restoration and enhancement projects. All exhibits, including tables, graphs, handouts and artwork, <br /> underwent multiple reviews and revisions with the EMRT. <br /> LSA supplied six staff at the scoping workshop. Nearly all were senior staff that were capable of fielding <br /> the sophisticated questions from the public and agencies. <br /> Task 6.5 Scoping Report <br /> LSA shall review the administrative draft scoping report. LSA shall provide a memo to HBA <br /> documenting their findings and recommendations related to biological resources prior to completion of <br /> the draft scoping report. <br /> Saltworks Project Task Order No. 001 Page 4 <br />
