Ascent Environmental, Inc. Subconsultant Agreement with Hauge Brueck Associates, LLC for the Saltworks Project <br /> Ascent Environmental, Inc. (Ascent) will assist Hauge Brueck Associates, LLC (HBA) with the public <br /> involvement process, agency coordination, preparation of environmental documents, and preparation of <br /> environmental studies for the Saltworks Project (Project). Ascent's role will focus on providing expertise <br /> regarding environmental policy, strategy, and analyses including, but not limited to, greenhouse gases <br /> (GHGs), criteria air pollutants, and toxic air contaminants (e.g., public health). Work will be performed <br /> as directed by Anders Hauge of HBA and managed by Honey Walters of Ascent. Staff assigned to the <br /> project include: Honey Walters (project manager), Curtis Alling (CEQA and agency policy), Heather <br /> Phillips (GHG Analysis), Austin Kerr (emissions), and Amber Giffin (word processing). <br /> Task 1 Program Management/Coordination <br /> 1.1 Project Coordination and Management <br /> The purpose of this task is to provide for coordination between HBA and Ascent for preparation of <br /> environmental documents and studies, and to provide for task management. HBA will provide the <br /> coordination with the Environmental Review Management Team (ERMT). Ascent is a member of the <br /> Environmental Consultant Team (ECT) managed by HBA. Ascent will manage this contract in <br /> compliance with the Saltworks Project ERMT Communications Plan, Safety Plan, QA /QC Plan, and <br /> Project Document and Administrative Record Plan. <br /> 1.6 Project Reporting and Invoicing <br /> Progress Reports <br /> Ascent shall prepare and submit monthly Progress Reports for months when work is preformed. A <br /> Progress Report shall be provided to HBA to monitor the scope, the schedule, and issues with resolutions. <br /> The reporting period shall be the first day through the last day of each month. The Progress Report <br /> template provided by HBA may be modified from time to time, as appropriate. <br /> Invoicing <br /> Ascent shall submit a monthly invoice (when work is preformed) to HBA including the direct cost items <br /> and receipts. <br /> 1.8 Program Coordination <br /> Program coordination shall be managed by the ECT Program Manager throughout the term of the <br /> contract. Coordination shall be conducted with the City Project Manager, ERMT, City Council, City <br /> Planning Commission, agencies, and the Applicant. <br /> Ascent will participate in one ERMT meeting pertaining to air quality, public health, and GHG issues; <br /> and CEQA/NEPA and regulatory strategy development and implementation, as directed by HBA. <br /> Additional meetings are not a part of this scope and will be authorized through Task Order amendments. <br /> Task 4 Environmental Table of Contents <br /> Ascent will peer review the Climate Change and Energy Plan technical reports table of contents. Ascent <br /> will provide input on the memo summarizing the review of the Air Quality Technical Report, Emissions <br /> and Risk Feasibility Analysis, and Potential Releases of Acutely Hazardous Substances reports prepared <br /> by Sierra Research. <br /> Saltworks Project Task Order No. 001 Page 3 <br />
