40 <br /> , <br /> (p) Officer or Agency of the City. The phrase "officer or <br /> agency of the City" means an officer, employee or agent <br /> of the City, or the City Council, or a commission, board <br /> (excluding the Board of Port Commissioners of the City) , <br /> committee or other body of the City having the character- <br /> istics, responsibility, or authority ascribed thereto <br /> in the context in which said phrase is used. <br /> (q) Person. The term "person" means any person, firm, <br /> association, organization, partnership, business, trust, <br /> corporation, company, district, county, city and county, <br /> city (excluding the City of Redwood City) , town, the <br /> State, and any of the agencies or political subdivisions <br /> of such entities . <br /> (r) Project. (i) The term "project" means the whole of <br /> an action, resulting in physical impact on the environ- <br /> ment, directly or ultimately, that is any of the following: <br /> (1) An activity directly undertaken by the City, including, <br /> but not limited to, public works, construction, <br /> and related activities, clearing or grading of land, <br /> improvements to existing public structures, reenact- <br /> ment and amendment of the Zoning Ordinance, and <br /> the adoption of the City' s General Plan or elements <br /> thereof . <br /> (2) An activity undertaken by a person which is supported <br /> in whole or in part through public agency contracts, <br /> grants, subsidies, loans, or other form of assistance <br /> from the City, or from the City and another public <br /> agency or agencies and for which the City has been <br /> designated the lead agency pursuant to the guidelines. <br /> (3) An activity involving the issuance to a person of <br /> a lease, permit, license, certificate, or other <br /> entitlement for use by the City, or by the City <br /> and another public agency or agencies and for which <br /> the City has been designated the lead agency pursuant <br /> to the guidelines. <br /> (ii) The term "project" does not include: <br /> (1) Anything specifically exempted by State law. <br /> (2) Proposals for legislation to be enacted by the <br /> State Legislature. <br /> (3) Continuing administrative or maintenance activities, <br /> such as purchases for supplies, personnel-related <br /> actions, emergency repairs to public service <br /> facilities, general policy and procedure making <br /> (except as the same are applied to specific <br /> instances covered above) , or feasibility or planning <br /> studies. <br /> (4) The submittal of proposals to a vote of the people <br /> of the State, the City, or any district or area <br /> within the City . <br /> -4- <br />
