• • 411 R - 4/2/73 The provisions of this resolution shall not apply to ministerial projects proposed to be carried out or approved by the City. To the extent not herein enumerated or described, the determination of what constitutes a ministerial project shall be made by the officer or agency of the City having primary cognizance over the activity in question on a case by case basis and by applying the definition of "ministerial project" as set forth in paragraph 2 ( 1) above to the facts . Ministerial projects or activities shall include, but shall not necessarily be limited to, the following: (1) The issuance of building, electrical , plumbing , zoning, mechanical, or similar or like permits . (2) The licensing of animals , bicycles, or similar or like matters . ( 3) The issuance of permits for auction sales, fire and closing out sales, the operation of food establish- ments, the operation of massage establishments, the conducting of the business of massage technician, garage sales, identification permits for solicitors and peddlers , charitable sales and solicitations, parking space rentals , and similar or like permits . (4) Issuance of business licenses or similar or like licenses or permits enacted solely to raise revenues . (5) Approval of final subdivision maps . (6) Approval of individual utility service connections and disconnections . Enumeration of the foregoing activities herein shall not be deemed a limitation upon the ordinances, resolutions, admin- istrative practices, rules , regulations , or other procedures relating to the administration of the issuance of permits, licenses, certificates or other entitlements for use for, or approval of , said activities , and said enumeration is solely for the purposes of this :. esolution .
