4 <br /> 5 . EMERGENCY EXEMPTIONS . Individual projects not otherwise <br /> exempt or excepted from the provisions of this resolution and <br /> which qualify as emergency exemptions, based upon the criteria <br /> hereinafter in this paragraph enumerated as determined by the <br /> Planning Director and approved by the City Manager, shall be <br /> exempt from the provisions of this resolution. Projects meeting <br /> the following criteria are exempt from the requirement for either <br /> the determination of whether such projects may have a significant <br /> effect on the environment, or the requirement for the preparation <br /> of an environmental impact report: <br /> (a) Projects undertaken, carried out, or approved by the <br /> City to maintain, repair, restore, demolish or replace <br /> property or facilities damaged or destroyed as a result <br /> of a disaster in a disaster stricken area in which a <br /> state of emergency has been proclaimed by the Governor <br /> pursuant to Chapter 7 (commencing with §8550) of Division 1, <br /> Title 2, of the Government Code. <br /> (b) Emergency repairs to public service facilities necessary <br /> to maintain service. <br /> (c) Projects undertaken as immediate action necessary to <br /> prevent or mitigate an emergency. <br /> 6 . CATEGORICAL EXEMPTIONS . (a) Effect of Exemption. Any <br /> project which qualifies as a categorical exemption shall be deemed <br /> to be a project which will not have a significant effect on the <br /> environment. Any such project shall not require the determina- <br /> tion of whether such project may have a significant effect on <br /> the environment, nor shall such project require the preparation <br /> of an environmental impact report. <br /> (b) Specific Exemptions. Pursuant to the provisions of <br /> the guidelines (§15116, Calif. Admin. C.) , the projects enumer- <br /> ated hereinafter under the classification listed are hereby found <br /> and determined not to have a significant effect on the environ- <br /> ment, and are hereby found and determined to be consistent with <br /> the classification established by the guidelines .
