! i • " (18) Class 18. Designation of Wilderness Area. The designation of wilderness areas under any provision of law, including local ordinance, resolution, or other enactment. " (19) Class 19. Annexations of Existing Facilities and Lots for Exempt Facilities. The following annexa- tions: [a] Annexations to the City, a special district, or a general improvement district of areas containing existing public or private structures developed to the density allowed by the current zoning or pre-zoning provisions of either the City or the de-annexing governmental agency or entity, whichever is more restrictive; provided, however, that the extension of utility services to existing facilities shall be limited to a capacity to serve only such existing facilities. [b] Annexations to the City of individual small parcels of the minimum size for facilities exempted by paragraph 6 (b) (3) [Class 3. New Construction of Small Structures] . " (20) Class 20. Changes in Organization of Local Agencies . The organization or reorganization of local govern- mental agencies where the changes made thereby do not alter the geographical area in which the govern- mental powers exercised prior to the change of organization or reorganization were exercised. Examples of such changes include, but are not limited to: [a] Establishment of a subsidiary district; [b] Consolidation of two or more districts having identical powers; [c] Merger with the City of a district lying entirely within the boundaries of the City. " (c) Relation to Ministerial Projects. To the extent the foregoing categorical exemptions include ministerial projects, such inclusion shall not be deemed to affect the determination that such projects are ministerial, and said exemptions shall apply only to the extent any such project is discretionary. " (d) Exception by Location. To the extent that any project enumerated under Classes 3, 4, 5, and 11 is located in a particularly sensitive environment, such project shall not qualify as a categorical exemption, nor shall such project so qualify when the cumulative impact of successive projects of the same type in the same place over time may have a significant effect on the environment. The determination as to whether a P arti cular project shall be excepted from qualifying as a categorical exemption shall be made as a part of the initial review by the Planning Director or other officer or agency of the City as set forth in paragraph 7 (a) below.
