! i <br /> • <br /> " (18) Class 18. Designation of Wilderness Area. The <br /> designation of wilderness areas under any provision <br /> of law, including local ordinance, resolution, or <br /> other enactment. <br /> " (19) Class 19. Annexations of Existing Facilities and <br /> Lots for Exempt Facilities. The following annexa- <br /> tions: <br /> [a] Annexations to the City, a special district, <br /> or a general improvement district of areas <br /> containing existing public or private structures <br /> developed to the density allowed by the current <br /> zoning or pre-zoning provisions of either the <br /> City or the de-annexing governmental agency or <br /> entity, whichever is more restrictive; provided, <br /> however, that the extension of utility services <br /> to existing facilities shall be limited to a <br /> capacity to serve only such existing facilities. <br /> [b] Annexations to the City of individual small <br /> parcels of the minimum size for facilities <br /> exempted by paragraph 6 (b) (3) [Class 3. New <br /> Construction of Small Structures] . <br /> " (20) Class 20. Changes in Organization of Local Agencies . <br /> The organization or reorganization of local govern- <br /> mental agencies where the changes made thereby do <br /> not alter the geographical area in which the govern- <br /> mental powers exercised prior to the change of <br /> organization or reorganization were exercised. <br /> Examples of such changes include, but are not <br /> limited to: <br /> [a] Establishment of a subsidiary district; <br /> [b] Consolidation of two or more districts having <br /> identical powers; <br /> [c] Merger with the City of a district lying entirely <br /> within the boundaries of the City. <br /> " (c) Relation to Ministerial Projects. To the extent the <br /> foregoing categorical exemptions include ministerial projects, <br /> such inclusion shall not be deemed to affect the determination <br /> that such projects are ministerial, and said exemptions shall <br /> apply only to the extent any such project is discretionary. <br /> " (d) Exception by Location. To the extent that any project <br /> enumerated under Classes 3, 4, 5, and 11 is located in a <br /> particularly sensitive environment, such project shall not qualify <br /> as a categorical exemption, nor shall such project so qualify <br /> when the cumulative impact of successive projects of the same <br /> type in the same place over time may have a significant effect <br /> on the environment. The determination as to whether a P arti <br /> cular <br /> project shall be excepted from qualifying as a categorical <br /> exemption shall be made as a part of the initial review by the <br /> Planning Director or other officer or agency of the City as <br /> set forth in paragraph 7 (a) below.
