• 41 <br /> 6. Paragraph 7 (b) of Resolution No. 6882 is hereby amended <br /> to read as follows: <br /> "7. (b) Initial Study. <br /> " (1) Requirement. For any project not excepted or exempted <br /> from the provisions hereof, the Planning Director <br /> shall conduct an initial study in accordance with <br /> the guidelines to determine if the project may have <br /> a significant effect on the environment unless the <br /> Planning Director can determine that the project will <br /> clearly have a significant effect. In connection <br /> with such study, the Planning Director shall develop <br /> a procedure to assist him in making such study which <br /> procedure may, but shall not necessarily be limited <br /> to, the use of questionnaires, or other information <br /> obtaining devices. All applicants shall cooperate <br /> with and assist the Planning Director in obtaining <br /> information or data as he may require and which is <br /> reasonably related to the study to be made by him. <br /> The Planning Director may, upon a finding by him <br /> that an applicant has failed to cooperate or furnish <br /> such information or data, refuse to process further <br /> the applicant' s application, and shall notify the <br /> applicant in writing of his decision. <br /> " (2) Negative Declaration. If the Planning Director <br /> determines that a proposed project will not have a <br /> significant effect on the environment, he shall <br /> prepare, or cause to be prepared under the circum- <br /> stances and in the manner set forth in paragraph <br /> 7 (c) (3) hereof [relating to the circumstances under <br /> which and manner for which environmental documents <br /> may be prepared by a consultant under agreement with <br /> the City) , a draft written negative declaration with <br /> respect thereto, in accordance with CEQA and the <br /> guidelines. Upon completion of the draft negative <br /> declaration and such consultation with responsible <br /> agencies as may pertain thereto, the Planning Director <br /> shall give notice of the preparation of the negative <br /> declaration to all organizations and individuals who <br /> have previously requested such notice, and shall also <br /> cause notice of the preparation of such negative <br /> declaration to be given in the City' s official news- <br /> paper, not less than ten days prior to consideration <br /> by the Planning Commission of said negative declaration. <br /> The Planning Director shall make the draft negative <br /> declaration available for public inspection subject <br /> to reasonable requirements, rules, or regulations <br /> established by him. Copies of any draft negative <br /> declaration, or any portion thereof, shall be made <br /> available to any person in accordance with the <br /> provisions of Article II of Chapter 1 of the Code <br /> of the City of Redwood City and upon payment of the <br /> fees therein prescribed. Written comments or other <br /> statements with respect to the negative declaration <br /> and to the proposed finding that a proposed project <br /> will not have a significant effect on the environment <br /> -14- <br />
