• <br /> • . <br /> shall be received from any person until action by <br /> the Planning Commission on the proposed negative <br /> declaration has been completed, but a public hearing <br /> need not be held with respect to a negative declara- <br /> tion. Notwithstanding the foregoing, the Planning <br /> Director may, in the Planning Director' s discretion, <br /> give: notice of a public hearing to be held on the <br /> consideration of any specific negative declaration. <br /> "On the date, and at the time and place for <br /> which notice thereon has been given, the Planning <br /> Commission shall review the draft negative declaration <br /> and either confirm or reject said declaration. In <br /> the event of rejection, an environmental impact report <br /> for the project shall be prepared. In the event of <br /> confirmation, the Planning Director shall transmit <br /> a copy of the negative declaration to the officer or <br /> agency of the City proposing or having the respon- <br /> sibility for proposing the project, if it involves <br /> activities defined and described in paragraph 2 (r) (i) (1) <br /> and (2) hereof, or having the authority to approve <br /> or disapprove the project if it involves activities <br /> defined and described in paragraph 2 (r) (i) (3) hereof, <br /> and, in the latter case, he shall likewise transmit <br /> a copy of such declaration to the applicant. <br /> "The Planning Director shall file a copy of the <br /> negative declaration with, or include the substance <br /> thereof in, the notice of determination to be filed <br /> with the County Clerk pursuant to the provisions of <br /> paragraph 10 hereof. <br /> " (3) Mandatory EIR. The Planning Director, in making <br /> his determination hereunder, and the Planning Com- <br /> mission, in conducting its review hereunder, shall <br /> take into consideration both the primary and secondary <br /> consequences of a project on the environment. In <br /> accordance with the guidelines (§15081 (b) , Calif. <br /> Admin. C. ) , primary consequences are those which are <br /> immediately related to the project, and secondary <br /> consequences are those which are related more to <br /> primary consequences than to the project, itself. <br /> The Planning Director shall make a finding that a <br /> project may have a significant effect on the environ- <br /> ment if any of the following conditions exist: <br /> [a] The proposed project has the potential to <br /> degrade the quality of the environment, curtail <br /> the range of the environment, or to achieve <br /> short-term, to the disadvantage of long-term, <br /> environmental goals. <br /> [b] The possible effects of a project are individually <br /> limited but cumulatively considerable. As used <br /> in this subparagraph [b] , 'cumulatively consider- <br /> able' means that the incremental effects of an <br /> individual project are considerable when viewed <br /> in connection with the effects of past projects, <br /> the effects of other current projects , and the <br /> effects of probable future projects. <br /> -15- <br />
