• • <br /> • <br /> [c] The environmental effects of a project cause <br /> substantial adverse effects on human beings, <br /> either directly or indirectly. " <br /> 7 . Paragraph 7 (c) (3) of Resolution No. 6882 is hereby amended <br /> to read as follows : <br /> "7. (c) <br /> " (3) Agreement for Preparation. The Planning Director <br /> may request than an environmental impact report be <br /> prepared by a consultant under agreement with the <br /> City upon a determination by the Planning Director <br /> that, [a] the proposed project, or any portion <br /> thereof, involves unusual or unique circumstances <br /> requiring special expert analysis insofar as it <br /> relates to its effect on the environment, [b] an <br /> applicant has requested such preparation by a <br /> consultant, or [c] the preparation of the environ- <br /> mental impact report would impose an unnecessary <br /> and undue burden upon the administration of the <br /> Planning Department or other departments of the City; <br /> provided, however, that, in the latter case, such <br /> determination shall be based upon the recommendation <br /> to that effect by the department head of the depart- <br /> ment so affected. All recommendations for such <br /> agreements shall be forwarded to the City Manager, <br /> and agreements for such services shall be made in <br /> accordance with the City' s requirements for contracts <br /> for personal services, provided that the final <br /> decision to enter or award such agreements shall be <br /> entirely discretionary with the officer or agency <br /> of the City having authority to do so. The identity <br /> of the consultant shall be included in all environ- <br /> mental impact reports prepared by such consultant <br /> under such agreement. " <br /> 8. Paragraph 7 (c) (5) -f Resolution No. 6882 is hereby amended <br /> to read as follows : <br /> "7 . (c) <br /> " (5) Draft Report. Upon receipt and collection of all <br /> necessary information and data, the Planning Director <br /> or consultant (in those instances where an EIR is <br /> to be prepared pursuant to an agreement with a <br /> consultant) shall prepare a draft environmental <br /> impact report in accordance with CEQA and the guide- <br /> lines. In addition to the matters specified for <br /> inclusion in environmental impact reports by CEQA <br /> and the guidelines, the Planning Director, or <br /> consultant, may include such other matters as the <br /> Planning Director, or the consultant, may determine <br /> to be relevant or useful to a determination of the <br /> effect of the project on the environment.
