, a <br /> 4 4 <br /> • <br /> "1. PURPOSE. The purpose of this resolution is to <br /> establish objectives, criteria and procedures for the evalua- <br /> tion of projects and the preparation and use of environmental <br /> documents in the City of Redwood City in accordance with the <br /> California Environmental Quality Act, as amended, and the <br /> guidelines implementive thereof, as amended and adopted by <br /> the Secretary of the California Resources Agency. " <br /> 2 . Paragraph 2 of Resolution No. 6882 is hereby amended to <br /> read as follows : <br /> "2 . DEFINITIONS. For the purposes of this resolution, <br /> the following terms and phrases shall have the meanings <br /> hereinafter respectively ascribed thereto: <br /> " (a) Applicant. The term ' applicant' means any person <br /> who has applied to the City, or submitted a proposal <br /> to the City, for a lease, permit, license, certificate, <br /> or other entitlement for use in connection with that <br /> category of projects defined in paragraph 2 (r) (i) (3) <br /> hereof. <br /> " (al) California Environmental Quality Act or CEQA. The <br /> phrase 'California Environmental Quality Act, ' or <br /> the abbreviation ' CEQA, ' means Division 13 (commencing <br /> with §21000) of the California Public Resources Code <br /> as the same now exists or may from time to time be <br /> amended. The phrase 'Environmental Quality Act of <br /> 1970' as also used herein, is interchangeable with <br /> 'California Environmental Quality Act' and ' CEQA. ' <br /> " (b) Categorical Exemption. The phrase 'categorical <br /> exemption' means the exception of a project from <br /> the requirements of CEQA based upon a finding that <br /> such project is within a class of projects determined <br /> not to have a significant effect on the environment <br /> as set forth in the guidelines and this Resolution. <br /> " (c) City. The term 'City' means the City of Redwood City. <br /> " (d) Consultant. The term 'consultant' means a person, <br /> not an officer or agency of the City, who or which <br /> furnishes expert personal services to the City in the <br /> preparation of environmental documents. <br /> " (e) Emergency Exemption. The phrase 'emergency exemption' <br /> means the exception by reason of an emergency of a <br /> project from either the requirement for a determination <br /> that such project may have a significant effect on <br /> the environment, or the requirement for the prepara- <br /> tion of an environmental document in connection <br /> therewith. The word 'emergency' as used herein means <br /> a sudden, . unexpected occurrence, involving a clear <br /> and imminent danger, demanding immediate action to <br /> prevent or mitigate loss of, or damage to, life, <br /> health, property, or essential public services . <br /> ' Emergency' includes such occurrences as fire, flood, <br /> earthquake, or other soil or geologic movements, as <br /> well as such occurrences as riot, accident, or <br /> sabotage . <br /> -2- <br />
