The term ' environment' means the physical <br /> conditions which exist in the area which will be <br /> affected by a proposed project, including land, air, <br /> water, minerals_, flora, fauna, ambient noise, and <br /> objects of historic or aesthetic significance. <br /> " (g) Environmental Documents . The phrase 'environmental <br /> documents ' means draft and final EIRs, initial <br /> studies, negative declarations, notices of completion, <br /> notices of determination, and notices of exemption. <br /> " (h) Environmental Impact Report or EIR. The phrase <br /> 'environmental impact report, ' or the letters 'EIR' , <br /> means the detailed written statement and comments <br /> of the same designation as defined and described in <br /> CEQA and the guidelines . <br /> " (i) Feasible. The word ' feasible' means capable of being <br /> accomplished in a successful manner within a reason- <br /> able period of time, taking into account economic, <br /> environmental, social, and technological factors . <br /> " (j ) Guidelines. The term 'guidelines ' means 'Guidelines <br /> for Implementation of the California Environmental <br /> Quality Act of 1970, ' as adopted and promulgated <br /> pursuant to Public Resources Code Section 21083 in <br /> Chapter 3 (commencing with §15000) , Division 6, <br /> Title 14, of the California Administrative Code, as <br /> the same now exists or may from time to time be amended. <br /> " (k) Lead Agency. The phrase ' lead agency' means the <br /> public agency which has the principal responsibility <br /> for preparing environmental documents and for carrying <br /> out or approving a project which may have a significant <br /> effect on the environment. <br /> " (1) Ministerial Project. The phrase 'ministerial project' <br /> means a project undertaken or approved by a govern- <br /> mental decision made by an officer or agency of the <br /> City upon a given state of facts in a prescribed <br /> manner in obedience to the mandate of legal authority. <br /> Such decision must be made upon the given facts without <br /> regard to the officer' s or agency' s own judgment or <br /> opinion concerning the propriety or wisdom of the <br /> act although the statute, ordinance or regulation <br /> under which the decision is made may require, in some <br /> degree, a construction of its language by the officer <br /> or agency. In summary, a ministerial decision involves <br /> only the use of fixed standards or objective measure- <br /> ments without personal judgment. <br /> " (m) Negative Declaration. The phrase 'negative declara- <br /> tion' means a written statement briefly describing <br /> the reasons that a proposed project will not have a <br /> significant effect on the environment and does not <br /> require the preparation of an environmental impact <br /> report. <br /> -3- <br /> L <br />
