The phrase 'notice of completion' <br /> means the brief report required by Public Resources <br /> Code Section 21161 and the guidelines to be filed <br /> with the Secretary for Resources upon completion of <br /> a draft environmental impact report and its avail- <br /> ability for review. <br /> " (o) Notice of Determination. The phrase 'notice of <br /> determination' means the brief notice to be filed <br /> with the County Clerk pursuant to the provisions of <br /> Public Resources Code Section 21152 (a) upon approval <br /> of, or determination to carry out, a project subject <br /> to the requirements of CEQA and the guidelines. <br /> " (ol) Notice of Exemption. The phrase 'notice of ememption' <br /> means the brief notice which may be filed with the <br /> County Clerk pursuant to the provisions of Public <br /> Resources Code Section 21152 (b) and the guidelines <br /> upon approval, or determination to carry out, a <br /> project, and after determination that such project <br /> is ministerial, categorically exempt, or an emergency <br /> project. <br /> " (p) Officer or Agency of the City. The phrase 'officer <br /> or agency of the City' means an officer, employee <br /> or agent of the City, or the City Council, or a <br /> commission, board (excluding the Board of Port <br /> Commissioners of the City) , committee or other body <br /> of the City having the characteristics, responsibility, <br /> or authority ascribed thereto in the context in which <br /> said phrase is used. <br /> " (q) Person. The term 'person' means any person, firm, <br /> association, organization, partnership, business, <br /> trust, corporation, company, district, county, city <br /> and county, city (excluding the City of Redwood City) , <br /> town, the State, and any of the agencies or political <br /> subdivisions of such entities. <br /> " (r) Project. (i) The term ' project' means the whole of <br /> an action, resulting in a physical change in the <br /> environment, directly or ultimately, that is any of <br /> the following: <br /> (1) An activity directly undertaken by the <br /> City. <br /> (2) An activity undertaken by a person which <br /> is supported in whole or in part through <br /> contracts, grants , subsidies, loans, or <br /> other forms of assistance from the City, <br /> or from the City and one or more public <br /> agencies and for which the City has been <br /> ,designated the lead agency. <br /> (3) An activity involving the issuance to a <br /> person of a lease, permit, license, cer- <br /> tificate, or other entitlement for use by <br /> the City, or by the City and one or more <br /> public agencies and for which the City <br /> has been designated the lead agency. <br /> -4- <br />
