• 411 411 (ii) The term 'project' does not include: (1) Anything specifically exempted by State law. (2) Proposals for legislation to be enacted by the State Legislature other than requests by State agencies for authorization or funding for projects independently from the Budget Act. (3) Continuing administrative or maintenance activities, such as purchases for sup- plies, personnel-related actions, emergency repairs to public service facilities, general policy and procedure making (except as the same are applied to specific instances covered above) , or feasibility or planning studies. (4) The submittal of proposals to a vote of the people of the State, the City, or any district or area within the City. (iii) The term 'project' refers to the activity which is being approved and which may be subject to several discretionary approvals by the City or other governmental agencies. The term 'project' does not mean each separate govern- mental approval. " (s) Responsible Agency. The phrase 'responsible agency' means a public agency, other than the lead agency, which has responsibility for carrying out or approving the project. " (t) Significant Effect on the Environment. The phrase ' significant effect on the environment' means a substantial, or potentially substantial, adverse change in the environment. " (u) Subdivision Regulations. The phrase ' subdivision regulations' means the provisions of Chapter 30 ( ' Subdivisions' ) of the Code of the City of Redwood City, as the same now exists or may from time to time be amended. " (v) Zoning Ordinance. The phrase ' zoning ordinance' means the provisions of Ordinance No. 1130, the Redwood City Zoning Ordinance, as the same now exists or may from time to time be amended. " 3.
