1110 410 administration fee shall be payable as follows : $100 shall be paid at the time the total estimated sum for the preparation of the negative declaration or environmental impact report is deposited with the City, and the remaining balance, if any, shall be paid upon completion of such declaration or report, and prior to review thereof by the Planning Commission. " 4 . Paragraph 5 of Resolution No. 6882 is hereby amended to read as follows : "5. EMERGENCY EXEMPTIONS. Individual projects not other- wise exempt or excepted from the provisions of this resolution and which qualify as emergency exemptions, based upon the criteria hereinafter in this paragraph enumerated as determined by the Planning Director and approved by the City Manager, shall be exempt from the provisions of this resolution. Projects meeting the following criteria are exempt from the requirement for an initial study, or the preparation of a negative declaration • or an environmental impact report: " (a) Projects undertaken, carried out, or approved by the City to maintain, repair, restore, demolish or replace property or facilities damaged or destroyed as a result of a disaster in a disaster stricken area in which a state of emergency has been proclaimed by the Governor pursuant to Chapter 7 (commencing with §8550) of Division 1, Title 2, of the Government Code. " (b) Emergency repairs to public service facilities necessary to maintain service. " (c) Specific actions necessary to prevent or mitigate an emergency. " 5. Paragraph 6 of Resolution No. 6882 is hereby amended to read as follows: "6. CATEGORICAL EXEMPTIONS . (a) Effect of Exemption. Any project which qualifies as a categorical exemption shall be deemed to be a project which will not have a significant effect on the environment. Any such project shall not require an initial study, the preparation of a negative declaration, or an environmental impact report. " (b) Specific Exemptions. Pursuant to the provisions of the guidelines (S15100. 4, Calif. Admin. C. ) , the projects enumerated hereinafter under the classification listed are hereby found and determined not to have a significant effect on the environment, and are hereby found and determined to be consistent with the respective classifications established by the guidelines in which such projects are included. The provisions of this paragraph 6 (b) shall not be deemd a limitation upon the qualification of a project as a categorical exemption under the guidelines., nor shall the examples of projects listed under a particular class be deemed a limitation upon the qual- ification of a project as a categorical exemption which otherwise appropriately falls within such class. The following projects shall be deemed to qualify as categorical exemptions : " (1) Class 1. Existing Facilities .
