1110 410 <br /> administration fee shall be payable as follows : $100 shall <br /> be paid at the time the total estimated sum for the preparation <br /> of the negative declaration or environmental impact report <br /> is deposited with the City, and the remaining balance, if any, <br /> shall be paid upon completion of such declaration or report, <br /> and prior to review thereof by the Planning Commission. " <br /> 4 . Paragraph 5 of Resolution No. 6882 is hereby amended to <br /> read as follows : <br /> "5. EMERGENCY EXEMPTIONS. Individual projects not other- <br /> wise exempt or excepted from the provisions of this resolution <br /> and which qualify as emergency exemptions, based upon the criteria <br /> hereinafter in this paragraph enumerated as determined by the <br /> Planning Director and approved by the City Manager, shall be <br /> exempt from the provisions of this resolution. Projects meeting <br /> the following criteria are exempt from the requirement for an <br /> initial study, or the preparation of a negative declaration <br /> • or an environmental impact report: <br /> " (a) Projects undertaken, carried out, or approved by the <br /> City to maintain, repair, restore, demolish or replace <br /> property or facilities damaged or destroyed as a <br /> result of a disaster in a disaster stricken area in <br /> which a state of emergency has been proclaimed by <br /> the Governor pursuant to Chapter 7 (commencing with <br /> §8550) of Division 1, Title 2, of the Government Code. <br /> " (b) Emergency repairs to public service facilities <br /> necessary to maintain service. <br /> " (c) Specific actions necessary to prevent or mitigate <br /> an emergency. " <br /> 5. Paragraph 6 of Resolution No. 6882 is hereby amended to <br /> read as follows: <br /> "6. CATEGORICAL EXEMPTIONS . (a) Effect of Exemption. <br /> Any project which qualifies as a categorical exemption shall <br /> be deemed to be a project which will not have a significant <br /> effect on the environment. Any such project shall not require <br /> an initial study, the preparation of a negative declaration, <br /> or an environmental impact report. <br /> " (b) Specific Exemptions. Pursuant to the provisions of <br /> the guidelines (S15100. 4, Calif. Admin. C. ) , the projects <br /> enumerated hereinafter under the classification listed are <br /> hereby found and determined not to have a significant effect <br /> on the environment, and are hereby found and determined to be <br /> consistent with the respective classifications established by <br /> the guidelines in which such projects are included. The <br /> provisions of this paragraph 6 (b) shall not be deemd a limitation <br /> upon the qualification of a project as a categorical exemption <br /> under the guidelines., nor shall the examples of projects listed <br /> under a particular class be deemed a limitation upon the qual- <br /> ification of a project as a categorical exemption which otherwise <br /> appropriately falls within such class. The following projects <br /> shall be deemed to qualify as categorical exemptions : <br /> " (1) Class 1. Existing Facilities . The operation, repair, <br /> maintenance, or minor alteration of the following: <br /> [a] Interior or exterior alterations involving <br /> such things as interior partitions , plumbing, <br /> and electrical conveyances; <br /> -7- <br /> lEMMEMMEMMII <br />
