" (2) Class 2 . Replacement or Reconstruction. The replace- ment or reconstruction of the following existing structures and facilities where the new structure will be located on the same site as the structure replaced and has substantially the same purpose and capacity as the structure replaced: [a] Replacement or reconstruction of existing hospitals to provide earthquake resistent structures which do not increase capacity more than 50 percent; [b] Replacement of commercial structures with new structures of substantially the same size and purpose. " (3) Class 3. New Construction of Small Structures. Construction or installation of the following single new facilities or structures, and installation of new equipment and facilities : [a] Single family residences not in conjunction with the building of two or more such units; [b] Motels, apartments, and duplexes designed for not more than four dwelling units if not in conjunction with the building of two or more such structures; [c] Stores, officers, and restaurants if designed for an occupant load of 20 persons or less, if not in conjunction with the building of two or more such structures; [d] Water main, sewage, electrical, gas, cable television, telephone, telegraph, and other utility extensions of reasonable length to serve such construction; [e] Accessory (appurtenant) structures including garages, carports, patios, swimming pools and fences.
