(f) Action on Ap The Planning Commission, or the <br />City Council, as the case may be, may affirm, reverse or modify <br />the decision, determination, or action being appealed as it deems <br />just and equitable. The Council may, pending final determination <br />cf any appea1, require the Planning Commission or any administrative <br />official to submit -its or his recommendations to the Council. The <br />determination on an appeal by the City Council shall be final. <br />13. SEVERABILITY. The paragraphs, subparagraphs, sentences, <br />Clauses and phrases of this resolution are hereby declared sever- <br />able, and if any paragraph, subparagraph, sentence, clause, or <br />phrase of this resolution shall be adjudged or declared unconstitu- <br />tional or otherwise invalid as contrary to law by a valid judgment <br />or decree of a Court of competent jurisdiction, such unconstitution- <br />ality or invalidity shall not affect any of the remaining paragraphs, <br />subparagraphs, sentences, clauses or phrases of this resolution. <br />. <br />-15- <br />
