The provisions of this resolution shall not apply to minis- <br />terial projects proposed to be carried out or approved by the City. <br />(b) Prior Actions. The provisions hereof shall not be <br />construed to invalidate any action completed prior to the effective <br />date hereby by the City which did not comply with the provisions <br />of this resolution or of the Environmental Quality Act of 1970. <br />Any such prior completed action by the City which substantially <br />complied with the provisions of the Environmental Quality Act of <br />1970 or the administrative implementation thereof by the City <br />prior to the effective date hereof is hereby ratified and approved. <br />(c) Pending Projects. To the extent practicable, activities <br />by the City which are pending for projects commenced prior to <br />the effective date hereof shall comply with the provisions hereof; <br />provided, however, that applicants for such projects for which <br />application was made prior to the effective date hereof shall not <br />be required to pay the .zees hereinafter provided. The provisions <br />of this subparagraph shall not be construed to validate or ratify <br />pending projects which would otherwise be invalid or contrary <br />to the provisions of the Environmental Quality Act of 1970 or <br />the City's administrative implementation thereof prior to the <br />effective date hereof. <br />(d) Effective Date. This resolution shall be effective <br />upon the date of its adoption. <br />4. FEE SCHEDULE. (a) Fee for Determination of Signi- <br />ficant Effect. For any proposed project defined in paragraph <br />2(m)(3) hereof, which is not subject to a categorical or <br />emergency exemption, an applicant shall pay a nonrefundable <br />fee of $100 for a determination of whether such proposed <br />project may have a significant effect on the environment.
