5. 'EMERGENCY EXEMPTIONS. All projects or classes of pro- <br />jects not otherwise exempt or excluded from.the provisions of this <br />resolution and which qualify as emergency exemptions as determined <br />by the Planning Director and approved by the City Manager, shall <br />be exempt from the provisions of this resolution. Notwithstanding <br />the definition of the term "emergency" in paragraph 2(e) hereof, <br />emergency repairs to public facilities necessary to maintain <br />service shall constitute emergency exemptions hereunder. <br />6. CATEGORICAL EXEMPTIONS. (a) Effect of Exemption. Any <br />project or class of projects which qualifies as a categorical <br />exemption shall be deemed to be a project which will not have a <br />significant effect on the environment. Any such project or <br />projects shall not require the determination of whether such <br />project or projects may have a significant effect on the environ- <br />ment, nor shall such project or projects require the preparation <br />of an Environmental Impact Report. <br />(b) §pecific Exemptions. The following projects or classes <br />of projects shall be deemed to qualify as categorical exemptions; <br />(1) Projects involving the repair, maintenance, or minor <br />alteration of existing structures, improvements, <br />facilities, equipment, or machinery. <br />(2) Construction or reconstruction of single family dwellings <br />and duplexes and appurtenances thereto on previously <br />subdivided lots or existing building sites. <br />(3) Construction of interior alterations or remodelings. <br />(4) Construction or installation of swimming pools for <br />private and residential use. <br />(5) Construction, installation, or alteration of signs not <br />requiring architectural review. <br />(6) Demolition, repairs, remodeling, or reconstruction of <br />structures or buildings required for the abatement of <br />nuisances or required for compliance with provisions of <br />the Building, Housing, Electrical, Mechanical, Plumbing, <br />or Fire Codes of the City; provided, however, that in the <br />case of reconstruction or remodeling no project shall <br />qualify for categorical exemption where such reconstruction <br />-7- <br />
