or remodeling exceeds 25 per cent of the market value <br />of such structure or building (for purposes hereof, <br />"market value" shall be four times the assessed value <br />of the property as shown on the last equalized assess- <br />ment roll) . <br />(7) Subdivision of existing structures or buildings (viz., <br />conversion to condominiums). <br />(8) Minor subdivisions not creating new or additional lots <br />or building sites and not involving exceptions to the <br />subdivision regulations. <br />(9) All regularly scheduled or continuing public works <br />projects, to be accomplished by contract or force <br />account work, for the repair, maintenace, reconstruction <br />or improvement of existing public buildings, structures <br />or facilities not designed to result in any change in <br />the nature of the use or increase in the capacity of <br />the building, structure, or facility. <br />7. MANDATORY INCLUSIGNS. Any project or proposed project <br />which requires a variance to the Zoning Ordinance or an exception <br />to the subdivision regulations shall be deemed to have a signifi- <br />cant effect on the environment and shall require the preparation <br />of an Environmental Impact Report. <br />8. PROCEDURE. (a) Initial Review. <br />Dr, Aean� -c ^�snrcr r�rniont irrnlcrinr an }iri±iec <br />defined and described in paragraph 2 (m) (1) and (2) <br />hereof shall be reviewed by the officer or agency of <br />the City proposing or having the responsibility for <br />proposing such project for a determination as to whether <br />such project qualifies for an ea +ergency or categorical <br />exemption. If such project does not so qualify, said <br />officer or agency shall provide a description of the <br />project to the Planning Director who shall make an <br />initial review thereof in accordance with the provisions <br />of subparagraph (b) hereof. <br />(2) Private Projects. Projects involving activities defined <br />and described in paragraph 2 (m) (3) hereof shall be <br />reviewed by the - Planning Director for an initial deter- <br />mination as to whether such project qualifies for an <br />emergency or categorical exemption. In the event such <br />project does so qualify, the Planning Director shall <br />notify the applicant in writing thereof and refer the <br />applicant to the appropriate officer or agency of the <br />City having cognizance of the activity involving the <br />issuance to the applicant of the .lease, permit, license, <br />certificate, or other entitlement for use involved with <br />the proposed project.
