or remodeling exceeds 25 per cent of the market value of such structure or building (for purposes hereof, "market value" shall be four times the assessed value of the property as shown on the last equalized assess- ment roll) . (7) Subdivision of existing structures or buildings (viz., conversion to condominiums). (8) Minor subdivisions not creating new or additional lots or building sites and not involving exceptions to the subdivision regulations. (9) All regularly scheduled or continuing public works projects, to be accomplished by contract or force account work, for the repair, maintenace, reconstruction or improvement of existing public buildings, structures or facilities not designed to result in any change in the nature of the use or increase in the capacity of the building, structure, or facility. 7. MANDATORY INCLUSIGNS. Any project or proposed project which requires a variance to the Zoning Ordinance or an exception to the subdivision regulations shall be deemed to have a signifi- cant effect on the environment and shall require the preparation of an Environmental Impact Report. 8. PROCEDURE. (a) Initial Review. Dr, Aean� -c ^�snrcr r�rniont irrnlcrinr an }iri±iec defined and described in paragraph 2 (m) (1) and (2) hereof shall be reviewed by the officer or agency of the City proposing or having the responsibility for proposing such project for a determination as to whether such project qualifies for an ea +ergency or categorical exemption. If such project does not so qualify, said officer or agency shall provide a description of the project to the Planning Director who shall make an initial review thereof in accordance with the provisions of subparagraph (b) hereof. (2) Private Projects. Projects involving activities defined and described in paragraph 2 (m) (3) hereof shall be reviewed by the - Planning Director for an initial deter- mination as to whether such project qualifies for an emergency or categorical exemption. In the event such project does so qualify, the Planning Director shall notify the applicant in writing thereof and refer the applicant to the appropriate officer or agency of the City having cognizance of the activity involving the issuance to the applicant of the .lease, permit, license, certificate, or other entitlement for use involved with the proposed project.
