From the City Manager <br /> <br />April 8, 2002 <br /> <br />Subject <br />Final Acceptance - Redwood Shores Street System Improvements Project <br />Engineering File No. 803-02 <br /> <br />Recommendation <br />Accept, by motion, the Redwood Shores Street System Improvements Project, and <br />authorize the release of bonds and retention. <br /> <br />Background <br />On December 4, 2000, the City Council adopted Resolution No. 14091, awarding the <br />construction contract for the Redwood Shores Street System Improvements Project to <br />RGW Construction, Inc. of Livermore, California. The original contract was in the <br />amount of $2,229,323.55. <br /> <br />The majority of this project is the non-Caltrans portion (Phase 1) of the improvements <br />that is funded by the Redwood Shores Community District No. 99-1, commonly referred <br />to as Shores Transportation Improvement District (STID). This portion of the contract <br />covers the improvements to the local streets, primarily at intersections. The majority of <br />vehicular congestion was caused by inefficiencies at intersections, especially tuming <br />movements. Making improvements at these locations improves the overall efficiency of <br />the system, and helps with the traffic to, ~nd fro,'~, the freeway. Improvements included <br />additional turn lanes, converting through-i~nes into turn lanes, traffic signal <br />modifications and lengthening of turn lanes. In addition, drainage and roadway surface <br />within the project areas were reconstructed as needed. <br /> <br />This project involved improvement to the following four intersections: <br /> ~*' Marine Parkway at Twin Dolphin Drive <br /> Marine Parkway at Bridge Parkway <br /> Marine Parkway at Oracle East Street <br /> Redwood Shores Parkway and Bridge Parkway <br /> <br />Two Change Orders were issued on this contract: <br /> <br /> 1. Change Order #1 was issued on November 8, 2001, in the amount of <br /> $216,805.56. This change order covered the majority of difficulties that were <br /> encountered on the project, as follows: <br /> <br /> ~, The major component of the change order was the quantity adjustment for <br /> the asphalt paving. It is difficult, at best, to estimate the amount of asphalt <br /> that would be needed to build up the street so that the surface would be <br /> smooth and storm water would drain properly. However, the first class <br /> results of the paving job, made up for this unanticipated expense. <br /> <br /> Extra expenditures were also incurred because of unforeseen underground <br /> obstructions. These were mainly shallow irrigation lines and abandoned <br /> storm drain lines, which had to be relocated or removed. <br /> <br /> <br />
