IREPOR T ,o, o Honorable Mayorand ?.,ity Council <br />From the City Manager <br />April 8, 2002 <br /> <br />Subject <br />Crossing Guard Service <br /> <br />Recommendation <br />Authorize the City Manager to enter into a two-year contract with All City Management <br />Services to provide crossing guard service for fiscal years 2002-03 and 2003-04. <br /> <br />Background <br />Since fiscal year 1999-2000, the City has contracted with All City Management services to <br />staff 18 school crossing guard posts. The City chose to contract with All City Management <br />Services to provide crossing guard services in lieu of maintaining a staff of part-time non- <br />sworn police department personnel. <br /> <br />Previously, the police department managed and staffed the posts but found it difficult to <br />maintain staffing and fill vacancies. These vacancies had to be staffed by either <br />Community Service Officers or police officers, necessitating reassignment from patrol, <br />traffic, and investigations. These reassignments resulted in fewer police officers available <br />for calls for service, and less time available for proactive law enforcement and criminal <br />investigation. <br /> <br />All City Management Services maintains on-call employees to fill vacancies as needed, <br />provides training, equipment, and supervision for its employees, and provides liability <br />coverage. In the event the vendor is unable to staff a vacancy, the police department will <br />be notified and the post is to be filled by a police department employee. This has <br />happened on fewer than five occasions over the past school year. <br /> <br />All City Management Services remains the only private company in our area which <br />provides crossing guard services. <br /> <br />Alternatives <br /> (1) Renew the contract with All City Management Services to provide crossing guard <br /> services. <br /> <br />(2) Direct the police department to hire and maintain a staff of part-time personnel to <br /> provide crossing guard services. In the past, recruitment and retention of <br /> crossing guards by the police department has been very difficult. Often, when <br /> vacancies occurred, the crossing guard posts were staffed by full-time sworn <br /> police officers, adversely impacting the delivery of police services. <br /> <br /> <br />
