-Al-H3 <br /> <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />July 9, 2001 <br /> <br />Subject <br />Photo Red Light Enforcement Program <br /> <br />Recommendation <br />The City of Redwood City enters into a three-year contract with Lockheed Martin IMS <br />Corporation for the purpose of implementing and maintaining a photo red light enfor~ment <br />program at five locations throughout the City of Redwood City. <br /> <br />Background <br />On August 14, 2000, Council was presented with an overview of Photo Red Light <br />Enforcement technology. At that time, Council directed the police department to proceed <br />with the implementation of a Photo Red Light program at five locations throughout the City <br />of Redwood City. <br /> <br />The technology involved with the photo red light enfomement industry is continually <br />evolving and improving. There are currently three main vendors in the industry, Lockheed <br />Martin IMS, Redflex, and APAC/Poltech. <br /> <br />Lockheed Martin is the market leader with more clients and cameras in operation in <br />California than all other systems combined. In Northern California, systems are currently <br />operationa! in San Francisco and Sacramento counties. Lockheed Martin is in the process <br />of installing a system in the City of Cupertino. Lockheed Martin is experienced in working <br />with the traffic courts in Santa Clara, San Francisco, and Sacramento counties to facilitate <br />the processing of the citations. Lockheed Martin is also the only vendor with on-line <br />capabilities with DMV. <br /> <br />Redflex and Poltech are Australian companies, with more limited experience in the United <br />States. Redflex operates a system in Fremont, which uses digital cameras as opposed to <br />Lockheed Martin's wet-film cameras. There has been difficulty with the placement of the <br />cameras to obtain a clear photograph using digital photography. In addition, the <br />acceptability of the digital images by the courts has not yet been determined. <br />APAC/Poltech currently has no cameras in operation in California, but is installing cameras <br />in Cupertino. However, Lockheed Martin will process those citations. <br /> <br />Lockheed Martin requires a minimum of five cameras, whereas the other vendors require <br />ten cameras per system. Additionally, the pricing structures of the other vendors make <br />their proposals less attractive. Lockheed Martin will install the first camera within 45-60 <br />days of the contract approval. <br /> <br />Alternatives <br />(1) Approve the contract with Lockheed Martin IMS Corporation to provide services in <br /> support of management of the photo red light enforcement technology program <br /> consisting of five cameras for a three-year period. <br /> <br /> <br />
