(2) Enter into a contract with another vendor. This alternative Is not recommended, <br /> as Lockheed Martin offers several unique features not available with other <br /> companies. The system offered by Lockheed Martin provides state-of-the-art <br /> technology, effective design, and efficient citation processing operations. <br /> <br /> (3) Do not proceed with the Photo Red Light Enforcement program, and continue <br /> enforcing red light violators in the manner we have previously. <br /> <br /> Fiscal Impact <br /> The fixed costs associated with the construction and installation of photo red light cameras <br /> at five approaches will be $150,000 (paid over the first year of the contract). The costs for <br /> maintaining the system and associated support costs will be $150,000 per year. <br /> Additionally, the vendor charges $50 per citation issued. <br /> <br /> The vendor will evaluate the locations recommended to insure they meet the minimum of <br /> thirty violations per twenty-four hour period. The City of Redwood City will receive $129 in <br /> revenue for each paid red light citation. <br /> <br />Dudng the first year of the contract, the expenditures ara anticipated to be $300,000 in <br />fixed costs and $1,095,000 in variable costs. This is based on the projected number of <br />citations to be Issued. This project will require the appropriation of $1.4 million for the first <br />year. The appropriation will come from the $1.9 million in revenues the City expects to <br />realize from the project during the same pedod. If the actual results vary substantially, it <br />may be necessary to return to Council for additional appropriations from the general fund. <br />We will present data regarding other cities revenue history with their photo red light <br />systems during our Council presentation. <br /> <br />The expenditures and revenues for this project will occur through the Traffic Safety Fund. <br />The Traffic Safety Fund c '.~cates ~evenues received as a result of vehicle code violations, <br />which occur within the City pursuant to the provisions of section 42200 of the California <br />Vehicle Code. <br /> <br />Should Council approve staffs recommendation to proceed with this project, staff will <br />present Council with a fore,al budget amendment later this fiscal year, as funds are not <br />currently appropriated for this project. <br /> <br />Steven D.
