CWM:djm 11/06/89 (098/#25) <br /> CWM:djm 11'~9/89R <br /> <br />WHEREAS, Section 15091 of the California Administrative Code <br />-- Title 14, Division 6 ("CEQA Regulation, Section 15091") requires <br />that written findings be made, accompanied by a brief explanation <br />of the rationale for each finding before a public agency shall <br />approve or carry out a project for which an EIR has been <br />completed which identifies one or more significant environmental <br />effects of the project; and <br /> <br /> WHEREAS, CEQA provides that the degree of specificity of an <br /> EIR should correspond to the degree of specificity of the <br /> project; and <br /> <br /> WHEREAS, the discussion of impacts and mitigation measures <br /> in the EIR is appropriate to the level of specificity required by <br /> the CEQA Guidelines; and <br /> <br /> WHEREAS, Section 21081.6 of the Public Resources Code <br /> <br />-- requires the Agency to .adopt a reporting and monitoring program <br /> to ensure minimal impact resulting from the redevelopment <br /> process; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL AND THE <br /> REDEVELOPMENT AGENCY OF THE CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br /> A. CEQA FINDINGS AND ESTABLISHING A REPORTING AND MONITORING <br /> <br /> PROGRAM. <br /> The City Council and the Agency, in their respective <br /> <br /> capacities of responsible agency and lead agency under CEQA, make <br /> the following findings in compliance with Section 21081 of the <br /> Public Resources Code, and the Agency adopts a reporting and <br /> monitoring program relative to mitigation of significant <br /> environmental effects as identified in the Final EIR pursuant to <br /> <br /> 3 <br /> <br /> <br />
