Because there are no specific development <br />projects planned at this time it is not known when <br />"in-commuter" housing needs would be generated, nor <br />is the magnitude of the need known at any point in <br />time. Housing demands generated by future <br />development should be assessed during site specific <br />project and environmental review. Developers of <br />those projects could be required to participate in <br />the mitigation of those impacts which would render <br />impacts in the areas of housing insignificant. <br /> <br />2. Target Set-Aside Funds. The Redevelopment <br /> <br />Agency should target "set-aside funds" to provide <br />housing for moderate, low and very low income <br />households. Housing funds should be spent in <br />proportion to ABAG's housing need figures as <br />published in the Housing Needs Determination. <br /> <br />3. Negotiate With Private Developers. The Agency <br />should negotiate with private developers to maximize <br />the amount of low and moderate income housing in the <br />Redevelopment Area beyond the statutory minimums, and <br />to use its best efforts to encourage housing for <br />large households. This is already the practice in <br />Redwood City.
