REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 28, 2003 <br />Subject <br />2003/2004 Asphalt- Concrete Materials Purchase <br />Recommendation <br />By Motion, accept the bid and approve the purchase of the 2003 -2004 Asphalt- Concrete <br />Materials Purchase to Graniterock of Redwood City, CA, in the amount of $191,840.65. <br />Background <br />The asphalt products purchased under this agreement are used for the City's street <br />maintenance activities and the Capital Improvement Project paving activities. <br />On May 7, 2003, staff sent out bids to the three suppliers the City has purchased asphalt <br />materials from in the past and duly advertised the bid. On May 28, 2003, two bids were <br />received and opened in the City Clerk's Office: <br />BIDDER PRICE <br />Graniterock, Redwood City, CA ($177,220 + tax) $191,840.65 <br />Raisch Products, San Jose, CA (1 bid item omitted) $176,740.85 <br />Dumbarton Quarry, Fremont, CA No bid <br />Staffs Estimate $188,896.25 <br />Graniterock's bid is 1.5% above staffs estimate. Graniterock has supplied asphalt <br />materials for Redwood City in the past and has multiple locations for back -up supply. The <br />Redwood City plant location is the most desirable plant for our maintenance crews to use. <br />The other bidder did not have all the materials available that the City uses in the routine <br />asphalt maintenance tasks — asphalt sheeting to ramp sidewalk defects. <br />Alternatives <br />There are no alternatives to the purchase of the materials that were not offered by other <br />vendors. The available asphalt paving materials can be purchased from other vendors. <br />The Redwood City Graniterock plant is the most convenient asphalt product supplier for <br />Redwood City. There is at least an annual savings of $10,000 in travel time plus <br />productivity gains by using the Redwood City Graniterock plant. Staff intends to set up <br />smaller purchase orders with the other bidder as a back up when Graniterock is not <br />available as a supplier in the event of a rare Graniterock plant shutdown. <br />C.un.&ep.W.., hpurchase..d <br />Page 1 of 2 <br />
