60.11- -I <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 28, 2003 <br />Subject <br />2003 -2004 Emergency Electrical Repairs Service <br />Recommendation <br />By Motion, accept the bid and authorize the City Manager to execute the agreement for the <br />2003 -2004 Emergency Electrical Repairs Service to S.G. Barber, Inc of Belmont, CA, in <br />the amount of $21,309.00. <br />Background <br />The Emergency Electrical Repair Service provides traffic control signal and street light <br />maintenance during after -hours emergencies when City crews are not available. Other <br />provisions for this service include repair of pole knock downs, and cabinet and pole <br />foundation repairs. <br />On May 23, 2003, staff sent out bids to contractors and advertised the bid. On July 9, <br />2003, two bids were received and opened in the City Clerk's Office: <br />VENDOR AMOUNT <br />S. G. Barber, Inc., Belmont, CA $21,309.00 <br />Republic Electric, Novato, CA $22,573.00 <br />Engineer's Estimate: $22,272.00 <br />S.G. Barber's bid is 4.3% below the Engineer's Estimate. S.G. Barber has worked for <br />Redwood City in the past and has been very responsive and reliable. Staff is confident <br />they will perform the contract in a satisfactory manner. <br />Alternatives <br />There are no real alternatives to this service. This is very safety sensitive work that must <br />be completed in a timely manner. This service supplements the City's maintenance crews. <br />Staff cannot justify the addition of crews and scheduling to perform the work covered under <br />this service compared to the cost of the service. <br />Public Works Services managers could assign stand -by staffing to be available on -call <br />to cover some of this work, however, the repairs and replacement of damaged facilities <br />would still have to be performed in addition to our scheduled system maintenance work. <br />The volume of necessary work is greater than the available electrician staffing can handle <br />on a regular basis. The additional cost of 24 -hour 7 -day per week stand -by coverage <br />would be similar to the cost of this service without receiving the work production. <br />Page 1 of 2 <br />
