C0 -I FBI <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 28, 2003 <br />Subject <br />Thermoplastic Street Markings and Street Signs Service <br />Recommendation <br />By Motion, accept the low bid of $37,021.20 and award the contract for the FY 2003 -2004 <br />Thermoplastic Street Markings and Street Signs Service to Chrisp Company of Fremont, <br />CA, for a total not -to- exceed amount of $65,000.00. <br />Background <br />This is the fourth year of a five -year rotation for Thermoplastic markings. Using the <br />Thermoplastic markings at high volume intersections and around schools has minimized <br />staffs necessity to re -paint these critical street markings annually. Thermoplastic <br />markings last longer and hold up to traffic wear longer than paint. The result has been <br />higher visibility street markings at high volume intersections while allowing staff to work on <br />a rotational schedule to paint the lower volume street markings and curb painting citywide. <br />On May 23, 2003, plans and specifications for the FY 2003 -04 Thermoplastic and Signs <br />Services were sent to three vendors and duly advertised. The unit - priced bid package was <br />based on estimated quantities of work. There was a 45 -day bid window allowed for the <br />bidders to perform site inspections. Two bids were received on July 9, 2003: <br />Vendor Amount <br />Chrisp Company, Fremont, CA $ 37,021.20 <br />Weatherly Striping Company, Inc., San Carlos, CA $ 47,211.35 <br />Diaz Corporation, Campbell, CA No Bid <br />Engineer's Estimate $ 52,200.00 <br />Median bid $ 42,116.28 <br />Chrisp Company's bid is 29.1 % below the Engineer's Estimate and is considered a valid <br />bid. Chrisp has performed work for Redwood City in the past and has been responsive <br />and reliable. Staff is confident in their ability to complete this project in a timely manner. <br />The base bids came in lower than estimated. Staff recommends taking this opportunity to <br />accomplish more work in FY 03 -04 with available budgeted CIP funds. Staff recommends <br />accepting the low bid and awarding the work at the full budgeted amount based on the unit <br />prices. This will allow the inclusion of additional thermoplastic markings in the scope of <br />work. Some of these additional markings will be associated with traffic calming efforts <br />developed by Engineering which are unbudgeted for FY 03 -04. Other may be at high <br />volume intersections from next year's list. <br />Page 1 of 2 <br />
