)Jj <br /> Councilman Spillers moved that the matter be referred to the City Engineer, seconded by <br /> Councilman Granger. Possibility of forming an assessment district was added to motion, <br /> City Engineer to report back to the Council. Motion failed to carry, Councilmen Brit- <br /> schgi, Spillers and Stout voting. NO, Councilman Jones noted absent. <br /> After further discussion, City Engineer Jain recommended granting a three month period <br /> II within which suitable facilities may be constructed. Councilman Spillers so moved, <br /> seconded by Councilman Stout and carried, Councilman Granger and Royer voting NO on roll <br /> call, Councilman Jones noted absent. <br /> Mrs. Wm. Bohman, 118 Eaton Villa Place, appeared before the Council requesting permit <br /> to raise chickens on her half acre lot. She advised the Council that the chickens are <br /> the project of her son who cares for them himself. She stated that she had the chickens <br /> in 1950 before the Ordinance regulating the raising of chickens was passed but neglected <br /> to obtain a permit. There was discussion regarding the possibility of granting a per- <br /> mit so that the young boy can go ahead with his project, and it was decided that if it <br /> can be proven that the chickens were there before adoption of the Ordinance the permit <br /> might be granted. City Attorney Currie advised the Council that there were people in <br /> good faith have actually had chickens and through lack of knowledge of the Ordinance <br /> failed to get a permit, the Council has authorized the issuance of permits. Council- <br /> man Britschgi moved that this be referred to the City Attorney to contact the. Health <br /> Department for recommendation and report back next Monday night, seconded by Councilman <br /> Granger and carried. <br /> RECOMMENDATIONS AND SUGGESTIONS, COUNCIL AND DEPARTMENT HEADS: <br /> Mayor Herkner requested recommendations from Council for vacancy in Redwood City Port Com- <br /> mission. Councilman Royer moved appointment of Mr. Ronald Fields to the Port Com- <br /> mission, seconded by Councilman Britschgi and carried. <br /> Mayor Herkner commented on articles appearing in the Tribune from time to time, especially <br /> the Forum letter recently published critizing the Council's actions. The Mayor stated <br /> that this Council does not hold any meetings behind closed doors, nor do they have <br /> official or unofficial study meetings, luncheon meetings, dinner meetings, or cocktail <br /> meetings during which City business is taken up. He stated that articles in the paper <br /> have been obsolutely incorrect. He stated that study meetings were generally announced <br /> 58 hours in advance and the public is privileged to attend. He announced that a study <br /> meeting will be held on Wednesday night, June 15, 1955. <br /> Councilman Spillers requested information regarding Parking District #2 on Pete Townes' pro- <br /> perty. City Attorney advised the Council that he has received an appraisal on the <br /> property and he feels that the Council should meet and discuss the appraisal and decide <br /> on procedure. This will be discussed at the Study meeting on June 15th. <br /> Councilman Britschgi also commented on the articles in the paper and inquired of the City <br /> II Attorney if there was any way that the Council could find out who the articles are <br /> sponsored by. City Attorney advised the Council that unless the items were slanderous <br /> there would be no legal way to investigate. <br /> Mayor Herkner stated that the Press is always represented at the study meetings, and if <br /> they are not there, they are informed the next day of what occured at the meetings. <br /> Councilman Granger stated that when he brought up the subject of the articles in the <br /> papers, it was his thinking that Mr. Morton was unfair to the Recreation Commission <br /> in writing to the newspaper. <br />
