32 <br /> Inasmuch as the departmental reports had been reviewed by the Council, it was thought <br /> not necessary to further discuss the matter, however, the local press will reveal <br /> the contents to the public. Councilman Britschgi moved that copies of the reports <br /> be forwarded to Mr. Price with the request that he meet with the members of the <br /> Council to discuss the problem in the very near future. Motion seconded by Council- <br /> man Stout and carried. <br /> PERSONAL APPEARANCE - MR. A. J. SELLERS, 2303 EUCLID AVENUE, REDWOOD CITY. Mr. Sellars <br /> requests a one inch meter service stating that he has recently purchased the home <br /> which is located on a corner with 2,500 -3,000 square feet of lawn. He desires to <br /> connect a one inch service to a sprinkler system but was informed that in line with <br /> Water Department subdivision policy, one inch services are made to serve two homes <br /> with 5/8" x 3/4" meters. Should Mr. Sellers be given a one inch meter off of this <br /> service, his neighbors would then suffer inadequate water supply. Mr. Sellers' <br /> position in the matter is that a 5/8" service is sufficient for an interior house <br /> but, in his opinion, a corner place should be serviced by a one inch service line. <br /> He was told that he could secure a separate on e inch service at a cost of approxi- <br /> mately 6100.00. <br /> After further discussion as to various policies in furnishing water services to new <br /> subdivisions, Councilman Granger moved that the matter be referred back to the City <br /> Manager to make observations and if, in his opinion, the policies should be changed <br /> in the respect to water services to corner lots, to make recommendation to the <br /> Council, also, hisr ecommendation as to whether or not the City should share in <br /> the cost of a new service to Mr. Sellers if he feels this should have been done <br /> originally. Motion seconded by Councilman Britschgi. Water Superintendent Winter <br /> advised that several cases had occurred where consumers had requested the same ser- <br /> vice and had paid for their installation. Councilman Stout suggested that Mr. Sel- <br /> lers' neighbor be contacted to advise whether he is willing to go along with Mr. Sel- <br /> lers to change the service to one inch. Motion carried, City Manager to report back <br /> at the next meeting. <br /> MISCELLANEOUS <br /> RESOLUTION #1894 PROVIDING FOR BONDS, PARKING DISTRICT NO. 1. The City Attorney advised <br /> the new proposed Resolution has been rewritten to take care of theitems as discussed <br /> with the Council and several of the property owners in the area. Amounts have <br /> been increased to $1,250,000.00 and provisions made to pledge funds for retirement <br /> of Bonds and the payment of interest. <br /> Then followed a discussion regarding the description of the boundaries of the central <br /> parking district and the reason for including only a portion of a block at the <br /> rear of the Courthouse. City Attorney explained that boundaries were determined <br /> with the thought that if the central business district tends to expand, there <br /> should be sufficient properties left to form additional districts if and when nec- <br /> essary. The District as now approved was set up by the Parking Committee and the <br /> description as appearing in the Resolution was prepared by the Engineering Depart- <br /> ment based on the district as chosen by the Committe. Councilman Granger stated <br /> that he was not fully satisfied with the boundaries as noted above, however, inas- <br /> much as it would result in a further delay, Councilman Spillers offered RESOLUTION <br /> #1894 providing for the issuance of bonds, providing for the pledge of parking <br />
