City Council, at their meeting of July 5th,
approved the recommendation of the Planning Commission to approve the final map subject
to subdivider depositing $200.00 per lot for drainage purposes. City Engineer Jain
advised plans for improvements were not received in his office until July 15th and were
so designed as to deposit all drainage at the end of the present Roble Avenue which will,
in his opinion, flood the present improved residence lots at the northerly edge of the
subdivision. The deposit of $200.00 will not prevent flooding of the adjacent homes
until drainage project is constructed. The present owners along Roble Avenue have not
indicated any desire for street or drainage improvements, but should not be subjected
to additional storm water.
City Engineer has previously made recommendation to subd.ivider's engineer as to how
drainage could be handled by the construction of a reinforced concrete storm drain
along the northeasterly line of Lot 6 and along the common City boundary line to the
easterly side of Oakwood Drive. Inasmuch as the Subdivision Ordinance requires that
the City Engineer must approve plans and specifications before approving final map,
Mr. Jain does not feel that he should place the liability on the City Council and
himself for possible damage by signing said map, and he has so advised the subdivision
engineer. •
Councilman Granger moved matter be placed on the Agenda for the August 1st meeting,
City Engineer to bring in more facts, seconded by Councilman Spillers. City Engineer stated he
had no objections to the subdivision, but requested that the Council decide the two
major issues, namely to insist on storm drains, and whether or not City would pay 3/4
of the cost of 6" water main along Roble Avenue from the nearest adequate supply at
Carlos Avenue, a distance of about 1000 feet, there being approximately 2000 feet of
street frontage now being served by only a two -inch main with no fire protection.
Council will decide matter of storm drains, and City Engineer will bring in estimate
of cost of water line. Motion carried.
MR. JACK LONDON APPEARED REPRESENTING A. J. SELLERS REGARDING HIS REQUEST FOR A ONE -INCH
WATER CONNECTION. Mr. London claimed the City had assumed the liability when the sub-
division was taken over to furnish said service and argued that the request of
Mr. Sellers was based on matter of principle and he therefore would not agree to being
assessed for the increased service. After further discussion, Mr. London was requested
