f <br /> to meet with City Attorney Currie, to discuss the matter fully and go over some of the <br /> points raised with Mr. London. <br /> CITY ENGINEER REGARDING BUILDING ON LOT 17, EMBARCADERO, BRADFORD BETWEEN MAIN AND JEFFER- <br /> SON. City Engineer Jain stated that he had been advised that Mr. Arthur D. Nearon <br /> was requesting building permit to construct a building on Bradford Street directly <br /> across the site proposed for the realignment of Redwood Creek channel and the low <br /> level storm drainage pumping plant to be constructed as a part of the overall chan- <br /> nel improvement. Mr. Nearon has also requested a letter from the City Engineer out- <br /> lining the City's plans for location and improvement of the channel. City Engineer <br /> Jain recommends immediate action to protect the present contemplated improvements <br /> and recommends that steps be taken to acquire the property necessary to avoid ex- <br /> cessive acquisitioning costs and severance damage. Councilman Britschgi moved <br /> approval of the City Engineer's recommendation, the City Attorney to employ an <br /> appraiser to arrive at a fair value. Motion seconded by Councilman Jones. City En- <br /> gineer stated that it would be necessary to decide whether to construct a closed <br /> culvert or an 80' open channel. Councilman Britschgi is of the opinion that closed <br /> culvert should be constructed wherever possible, however, it as the consensus of <br /> opinion that the cost of right -of -way for an 80t open channel would be approximately <br /> 1/3 that of a closed channel. City Engineer will supply estimates on both the open <br /> and the closed channel. Motion carried. Councilman Britschgi moved that the <br /> Building Department hold up any building permits on this property pending a final <br /> decision, seconded by Councilman Jones and carried. <br /> PLANNING COMMISSION RECOMMENDED AMENDING ORDINANCE 600 TO REGULATE SWIMMING POOLS, <br /> HEIGHT OFFENCES AND HEDGES, El'C. Councilman Britschgi suggested that copies of <br /> the Planning Commission recommendation be forwarded to the Council. He then <br /> moved that matter be placed on the agenda for August 1, seconded by Councilman Royer. <br /> Councilman Granger requested that the Engineering Department supply a rough sketch <br /> of his interpretation of corner lots as included in the height of fences and hedges <br /> portion of Amendment. This was allowed by the maker of the motion and the second. <br /> Motion carried. <br /> DIVISION OF HIGHWAYS REQUEST CANCFT1LATION OF TAXES FREEWAY PROPERTY. Property in ques- <br /> tion was strip of land 14.50' wide southerly and contiguous to the northerly Lots <br /> 1L and 15 in Block 2, Belle Haven Subdivision. Councilman Spillers moved approval, <br /> seconded by Councilman Britschgi and carried. <br /> DIVISION OF HIGHWAYS REGARDING PROPOSED SIGNALS WOODSIDE ROAD AND MASSACHUSETTS. Letter <br /> from the Division of Highways indicates that a signal study would be undertaken at <br /> the conclusion of which our Council would be informed of the results. Councilman <br /> Granger moved that matter be placed on the agenda for 60 days, seconded by Council- <br /> man Jones and carried. <br /> REQUEST MRS. M. TALT TO TRANSFER PERMIT USE OF EASTER BOWL TO HIGHLANDS YOUTH INC. <br /> (Permit issued to Emerald Lake Volunteers). Mr. Smith advised the reason for the <br /> transfer was for insurance purposes stating that he would be willing to sign for <br /> the Highland Youth Inc., Councilman Royer moved approval, seconded by Councilman <br /> Stout and carried. <br />
