City Manager would like more time to make further <br /> studies, stating further that there are no plans available and no comparative <br /> figures or estimates between the two sites. He is of the opinion that comparative <br /> estimates of both construction and acquisition on the two sites should be made. <br /> Col. Weiss asked if the approval of Mr. Adamson and the City Engineer had been <br /> obtained. 'Councilman Granger stated that all were present and had agreed that a <br /> reservoir can be built in the Jefferson Avenue area and made safe from polution. <br /> Mayor Herkner stated that the May 17th meeting was most important, at which time <br /> it was agreed that the canyon site could be made safe. He stated that Mr. Adamson <br /> and Mr. Jain both agreed to this. Our engineers think that the upper site is pref- <br /> erable, but if the canyon site is chosen by the committee, they will not object. <br /> There was a study meeting held on August 3rd at which time the matter was discussed <br /> again and the same decision was reached. After that, Mr. Jain did not care to <br /> sign the letter approving the lower Jefferson Avenue location. <br /> City Engineer stated he wanted to be on record that neither he nor Mr. Adamson <br /> agreed that a saving can be made if the reservoir is built in the canyon. He fur- <br /> ther stated there were no comparative figures available to indicate the cost of <br /> building the reservoir. They did not believe the canyon site could be built as <br /> cheaply or as safely as the No. 1 site. Mr. Jain wanted it understood that they <br /> did not object to the Committee's report, but they did not agree that the canyon <br /> site could be built at a saving even though acquisition costs might be less. They <br /> did agree to two things: (1) a reservoir could be built in the canyon, and (2) <br /> that it could be made safe at a cost unknown at present. <br /> Councilman Jones stated he had come to the conclusion that the engineer had no <br /> objections to the lower site.. In his opinion, it appeared that the City could <br /> acquire the Jefferson Avenue site at no cost, and that they must acquire the site <br /> at the rear of the hospital. He then asked if it was possible to build on the lower <br /> site and put the money now available into the site in back of the hospital. City <br /> Engineer Jain replied that he would not object to the Canyon site, but he could not <br /> let the inference be made in the committee report that he had agreed that the res- <br /> ervoir in the canyon can be built as cheaply as on the Farm Hills site. <br /> Councilman Granger stated that his letter was based on the August 3rd meeting and <br /> at that time there were no objections from those attending. This matter is now <br /> an administrative problem, and it is the thought of the committee that they should <br /> turn their findings over to the City Manager for further action. Mr. Eugune Howell, <br /> County Public Health Engineer, was present at the August 3rd meeting and agreed <br /> that either site could be made safe from polution. City Engineer Jain was also <br /> present at this meeting. Out of this meeting, committee report was written. <br /> Councilman Granger was directed to write this report and he stated he did not have <br /> Mr. Adamson's 7e tter dated August 3rd at the time the report was written. <br /> City Engineer Jain stated that there had not been any comparative cost studies <br /> made. Councilman Royer stated that with the facts at hand, Mr. Rolison should <br /> be able to make some recommendation to the Council in regard to this matter. This <br /> is a po-sible solution to secure two sites as there is only sufficient funds avail- <br /> able at present to acquire one. Councilman Jones asked Mr. Jain, in his opinion, <br /> which of the two reservoirs would be the most important, the one on Farm Hills or <br />
