M. <br /> ON ROLL CALL the following were present: Councilmen Floyd D. Granger, William H. Royer, Robert <br /> V. Spillers, Hiram S. Stout, Mayor Sidney D. Herkner and City Clerk R. S. Dodge. Council- <br /> men Carl A. Britschgi and Paul Jones were noted absent. Also present were City Manager <br /> E. A. Rolison, Assistant City Attorney Chester W. Lebsack, City Engineer Glenn M. Jain, <br /> Building Inspector S. H. Kreiss, Water Superintendent H. L. Winter, Administrative Assis- <br /> tant Orrin E. Wendling, Associate Engineer Arthur U. Eskelin, Police Captain William Faul- <br /> stich, Fire Chief J. L. Lodi and Fire Marshal George Asvos. <br /> PUBLIC HEARING, KENSINGTON SQUARE NO. 5 IMPROVEMENTS. Affidavit of publication, posting and <br /> mailing was ordered filed. Mayor Herkner announced time for public hearing and the fol- <br /> lowing property owners submitted written protests as follows: <br /> II <br /> LOUISE PHILLIPS, 612 LANCASTER WAY, Lot 10, Block 8, Kensington Square <br /> Sidewalk raised and cracked. <br /> W. VOCKE, 6o8 LANCASTER WAY, lot 8, Block 8, Kensington Square <br /> Sidewalk cracked. <br /> C. I. PULLIAM, Lot 7, Block 7, Kensington Square and <br /> P. J. CABRAL, Lot 8, Block 7, Kensington Square <br /> High bank of loose dirt between sidewalk and property. <br /> RAFAEL CASTELLANO, Lot 18, Block 8, Kensington Square <br /> Defective concrete joints.and unsatisfactory paving. <br /> Mr. KARL KERSTAN, 14.63 KENTFIELD, Lot 4, Block 8, Kensington Square, appeared in person <br /> regarding a sewer lateral which had been promised. City Engineer Jain stated that this <br /> will be installed in the near future. There being no further protests, written or oral, <br /> Councilman Granger moved hearing be closed, seconded by Councilman Spillers and carried. <br /> Councilman Granger then moved that the complaints noted above be referred to the City <br /> Engineer who will make every effort to reach a solution with the property owners. Motion <br /> seconded by Councilman Royer and carried. Councilman Royer offered RESOLUTION 1823 <br /> APPROVING ASSESSMENT AND ASSESSMENT DIAGRAM, KENSINGTON SQUARE NO. 5 IMPROVEMENTS, and <br /> moved adoption, seconded by Councilman Spillers and carried on roll call, Councilmen <br /> Britschgi and Jones noted absent. <br /> CITY MANAGER ROLISON'S REPORT ON WIDOWS, INC. INQUIRY REGARDING QUIET TITLE ACTION TO OBTAIN II <br /> TITLE TO PARK AREA ON MAIN STREET. Inasmuch as there is nothing concrete before the Coun- <br /> cil matter was dropped from the agenda. It was the consensus of opinion that any request <br /> for the use of City Property should come before the City Council. . <br />
