STORM DRAINAGE AND TIDE GATE STRUCTURE. City Engineer Jain gave a report to the Council <br /> covering the entire program which has been u nder consideration for the past several <br /> years. Mr. Paul Adamson had been engaged to complete drainage studies including tide <br /> gate structure, tide gate should be designed by a licenses engineer and built by a <br /> licensed, bonded contractor. The City Engineer called attention to the fact that tide <br /> II gate structure should be eventually installed to protect the part of the creek which <br /> has been covered to keep tide water out. He called attention to the fact that such a <br /> tide gate would increase flood hazard by raising the head of the flood and was desir- <br /> able only as a method of keeping the creek clean. He also commented on Mr. Sproul's <br /> II offer to save the City 440,000 whereas the estimaue to drain the tide gate structure <br /> was only 445,000. <br /> Mayor Herkner discussed the proposed parking lot #3 as well as #2 calling attention to <br /> the fact that it was the desire of the Council to go ahead with the complete program <br /> within the coming year, it being the intention to straighten creek and cover to Bradford <br /> Street bridge. It was suggested that this matter be turned over to the Parking District <br /> Committee consisting of Councilmen Jones, Britschgi and Stout who will study the matter <br /> and report their findings and recommendations. Councilman Royer moved that the parking <br /> lot committee commence working on proposed parking lot #3 as well as #2, seconded by <br /> Councilman Jones and carried. Councilman Royer moved that a letter be addressed to <br /> Mr. Sproul explaining that his proposition does not conform to the City's policy and <br /> the terms of the City's Charter, also to thank Mr. Sproul for his interest in the matter. <br /> Motion seconded by Councilman Britschgi and carried. Mr. Sproul's communication was <br /> ordered filed. <br /> RECOMMENDATIONS AND SUGGESTIONS, COUNCIL AND DEPARTMENT HEADS <br /> Councilman Stout called attention to the lots near the corner of James and Iris Streets <br /> on which unsightly weeds were growing. Matter was referred to the City Manager. <br /> Councilman Stout also called attention to the lot to be used as a parking lot recently <br /> granted to the Redeemer Lutheran Church. The Councilman thought the lot could be made <br /> to look more presentable and the City Manager was requested to check into this matter <br /> also. <br /> Councilman Stout suggested the possibility of a Council Committee to work out a program of <br /> visitation to new industries and business in the interest of public relations. In his <br /> opinion, this Committee would prove valuable to work in conformance with the Chamber of <br /> Commerce in their efforts to bring new business into the City. Councilman Stout then <br /> moved that the matter be turned over to the Chamber of Commerce Committee to consult <br /> with that organization and bring back a report in two or three weeks, seconded by <br /> Councilman Britschgi and carried. <br /> Councilman Granger requested information as to the present status of the Southern Pacific <br /> property suggesting that they be notified finally as to deadline, failure to hear from <br /> them to result in original intention of rezoning the property. City Attorney will <br /> check into this matter. <br /> Councilman Granger commented on the fact that the Planning Commission recommendations did not <br /> contain sufficient information nor were there sufficient maps provided for the Council's <br /> edification. Mayor Herkner stated that hereafter, the matters would not be placed on <br /> the Council Agenda unlesssketches were provided. Councilman Stout then moved that the <br />
