HOPKINS APPLICATION FOR REZONING.SOUTHWEST CORNER OAK AND JOHNSON <br /> (1211 Johnson.) FROM R4,2 TQ R -3. _ Planning.. Commisai.on, recommended .denial. Affidavit <br /> of mailing was.ordered filed. City Clerk read the.Blanning..Commission letter. <br /> Mrs. Frances Hopkins stated that she wants., t..o ..convert_ two rooms over the garage, now <br /> being used for s tor.age.. sa ce, into living. quarters for herself. She stated further <br /> that she had purchased. the property with the thought of converting these rooms in <br /> mind. <br /> Building Inspector Kreiss stated. that, the ceiling heights were up.to standard. The <br /> wiring, however, would not comply with. the Electrica.l..Code and would have to -be run <br /> through conduit... Councilman..Jone.s _asked. if this..proper.ty would be surrounded by R -2 <br /> zones. Mrs.. Hopkins s.tated..that there. were seven units across the street from her <br /> property. Councilman_ Granger asked. if. permissi.on..was .granted would she abide by the <br /> electrical.code.or anything-else that would be required, to which she agreed. <br /> y 6 9 � 6 <br /> Building Inspector_Kre.i.ss stated that...the only other. objection would be the question <br /> of off - street parking.. .Mrs.. Hopkins stated.that there was sufficient space at the rear <br /> of the property.. Councilman Jones was. of the .opinion that. there had been quite a few <br /> people present at the Planning Commisaion.meeting who.object.ed to the change. Mrs. Hop- <br /> kins stated that. the , people. ,objected . to R -3. zoning-and. not to the change -over of the <br /> garage, in fact, the. people. more or less favored seeing the garage storage space made <br /> into rooms. <br /> After further discussion.regarding spot zoning and building three dwellings in R -2 zones, <br /> Councilman Britschgi moved public hearing be closed, seconded by Councilman Stout and <br /> carried. Councilman Britschgi_ moved the Planning Commission recommendation to deny be <br /> upheld, seconded by.Councilman_Stout and carried. <br /> PERSONAL APPEARANCE CAPTAIN W. B. DAVIDSON, U. S. NAVY,. REQUEST WATER CONNECTION ON CREST <br /> DRIVE, EMERALD LAKE (LOTS 8, 9, AND 10 BLOCK 34 OAK KNOLL HEIGHTS). Captain Davidson <br /> stated his case wherein he purchased.the property 7* years ago when it developed that <br /> his wife was a Ironic asthmatic. At that time. the water and .other utilities were <br /> available. He. has been unable. -.to build on this property until now because ofbeing in <br /> the service. He is now ready to .retire and in _order to take advantage of his service- <br /> man's loan he must apply while still. in the service. <br /> After further discussion regarding. the 2r main. which runs past his property and a pri- <br /> vate easement for an old.water line,.Councilman Britschgi moved that this matter be held <br /> over for two weeks., Captain Davidson to check with .the County in regard to septic tank <br /> and the Water Department to make a further check regarding water pressure and connection. <br /> The motion was seconded by Councilman Stout and carried. <br /> I/ CITY ATTORNEY REPORT REGARDING LICENSE FEES, NEW AND USED MERCHANDISE STORE (ORDINANCE 188). <br /> City Attorney Currie reported that there was an .ordinance coverning new and used merchan- <br /> dise which was adop ted in 1917.. -This ordinance (Ordinance 188 amending Ordinance 117 <br /> regulating and licensing the business of Pawn Brokers, Junk Dealers and dealers in <br /> second hand wares, merchandise and commodities) requires an application for a permit and <br /> if granted a permit shall be issued to the applicant upon his payment to the Tax Collec- <br /> tor the sum of fifty dollars as a license fee for said business. Ordinance 447 provides <br /> for one hundred dollars deposit for all new businesses. <br />
