The Clerk read the letter submitted by Oddstad Homes in which
they asked permission to construct 5 model homes in their proposed Farm Hill
Unit #1 prior to the recordation of the final subdivision map. This request is
1
made with the stipulation that (1) they shad, not sell any homes until said final
map covering the area of homes is recorded, ( they shall not request any further
P g Y q Y
permits to be issued until said final map is recorded, and (3) the request for
these 5 permits cover homes, the location of which has been approved by the City
Engineers.
Councilman Granger asked that the City Attorney explain the situation for the record.
City Attorney Currie stated that the model homes could be built but were not to be
sold and this could be done without the subdivision map being filed. The location
of the homes should fit in with any proposed pattern. Councilman Granger moved
that a copy of City Attorney's statement be referred to the Planning Commission
for action when it comes up for final acceptance of the map, seconded by Councilman
Britschgi and carried. Councilman Royer moved that the Building Inspector be
directed to issue 5 permits for a model home when the City Engineer approves the
sites, seconded by Councilman Britschgi. City Engineer Jain questioned the 14%
grade for Farm Hill Boulevard. After discussion, Councilman Royer asked that the
matter be left to the City Engineer for approval. Councilman Granger wanted it
understood that no property could be sold until such time as the final map is ap-
proved. Mr. Louis Weiss brought up the subject in regard to what effect would
this have in regard to enacting ordinance with respect to special assessment and
subdivision cost. City Attorney Currie stated that this assessment for capital
outlay was in regard to annexations and not subdivisions. This was followed by a
short discussion. Building Inspector nreiss asked the Council what he should do
in regard to utilities to be furnished to the new homes. It was decided not to
grant utilities. Motion carried.
Councilman Granger moved that there be no utilities to these homes until such
time as the final subdivision map is accepted, seconded by Councilman Britschgi.
Councilman Royer stated that this could be controlled by telling them that they
could not hook up to the City lines. Motion carried. Water Superintendent Winter
wanted to know whether the construction of these model homes would determine the
final alignment of Farm .Hills Boulevard extension to Jefferson Avenue and would
this extension encroach on the existing Carson Reservoir propety. City Engineer
Jain stated that the location of the 5 model homes should have no effect on the
location of the extension of the Farm Hills Boulevard to Jefferson Avenue through
the Davis property.
