488 <br /> Mr. Leonard Herzstein, Highlands Community Club,. stated that- the-City should invest <br /> money for capital improvement at Goodwin .School and since the City -is- making some money <br /> from the switch he did not see why they couldn't invest some of the money out at Goodwin <br /> School. Councilman Royer informed Mr. Herzstein that at no time did the City promise <br /> to invest money. in capital improvement in this area. The. City did. however obtain the <br /> 5 acres of ground as requested by the people. in the area.. This_was.followed by a lengthy <br /> discussion _in._regard__to_t.he,$31,000 and the_ capital .improvement.._which.could be derived <br /> from this money. <br /> Mayor Herkner.made.a run.down_of the.study meetings which had.been held and the action <br /> taken. inregard. to the Hawes. Park. switch... This was. again followed by discussion in which <br /> Councilman_ Granger stated.. that.. a.t .the__time ..the ..s.ale . this money .should be used to re- <br /> place the area lost. <br /> Councilman. Stout moved that an . answer should. be sent. to . the. Highlands. Improvement Club <br /> and they should be asked for ,. sugges.tions...ot. the_ equipment...that._they would like at <br /> Goodwin School.... Councilman. Spillers__ was of the opinion that this...should be sent to the <br /> Park and. Recreation Commission._. Councilman Stout stated that. he just wanted to know <br /> what they wanted and the. Council..did not_have to go along with all the equipment they <br /> . requested. Councilman_. Stout then.amended his. motion and asked that the recommendations <br /> be sent to the Park ._.and,Recreation_Commissionfor their recommendation, seconded by <br /> Councilman Jones and carried. <br /> Councilman. Britschgi .moved_ that the. Chestnut. Street. Play..ground..be: turfed, seconded by <br /> Councilman. Stout. Councilman ..Granger.. stated that. this should.-have the installation of the <br /> sprinklers done. at this time also..... The sprinklers that.. are bring_ taken out at Hawes <br /> Park could_be used. Councilman Britschgi included system in his motion. Motion carried. <br /> REPORT BY COUNCILMAN_ STOUT ON PROPOSED. BRANCH LIBRARY. Councilman Stout reported that <br /> Roosevelt School is."the proposed_ site for the branch library. .One full time librarian <br /> will be needed. The proposed cost is $37,853.00 whi.ch.did not. include the cost of the <br /> furniture because .at la not known. what .the size . of .the. building .will _ be. The school. <br /> board will. send in a letter, to_Mr.. Currie in regard to.the branch library. <br /> Councilman Stout. moved that this be. kept on the agenda for. one week,- seconded by Council- <br /> man Britschgi. Councilman Granger stated that there was a gentlemen's agreement with <br /> the Council and the Library Board in regard to the use of the Schaberg Memorial Fund <br /> and this money is not supposed to be spent until such time_.as._the orginal amount is <br /> again intact. .$20,000 was ieft.tobe_ used at the discretion of the City Council and it <br /> was thought that a branch library could be built in memory of Mr. Schaberg. Mayor <br /> Herkner ruled the question out of order because it did not pertain to the motion, <br /> and since this was new to most of the Council members a report should be brought back to <br /> the Council at a study meeting. Motion carried. <br /> Councilman. Royer. moved that. the -City .Clerk bring back..a .report In regard to this <br /> agreement,. seconded by Councilman_Brits.chgi and carried. <br /> CITY ATTORNEY REPORT ON PROPOSED HEALTH DEPARTMENT ORDINANCE. City Attorney stated that <br /> there are a_number of .matters that should. he considered. by the considered by the council <br /> inasmuch. as. .the proposed ordinance is in connect with out business license and restaurant <br /> ordinances. City Attorney Currie stated that the Council. should. be made aware of Section <br /> 6, A through G, in regard. to three compartment sinks and two compartment_ sinks. Council- <br /> man Royer moved that this should be held over to the Wednesday study meeting, seconded <br /> by Councilman Spillers and carried. <br />
