@A
The question arose as to what a floating deed represented and why the City could not
obtain a regular deed for the street. Herb Frahm, engineer representing Oddstad Homes,
stated tYiat the reason a floatin deed was given at this time was that it takes time to
determine the alinment of the street. Bq givin the City a floating deed, the City will
have the right to set an 8Q ' easement wherever they choose, and after the completion of
,.. the alignment then a regular deed will be given the City. Th3.s was followed by consider-
able discussion after which Councilman Granger moved that the Council accept a copy of the
preliminary report and it be made a part of the record, seconded by Councilman Stout.
Councilman Britschgi wanted to know what was going to happen to the water during the peak
of the run-ofF season.- The Mayor ruled the question out of order as it had nothing to

do with the present motion. Councilman Granger was asked to resate his motion which was
that a copy of the map, which had been presented earlier in the meeting showing the pro-
posed Farm Hills Blvd. , be turned over to the City Clerk as evidence of good faith, and
the Clerk in turn would turn it over to the City Engineer for checkin and study. Motion
carried on roll call with Councilman Britschgi voting N0.
ouncilman Jones brought up the question of whether or not fees should be charged for ,
annexation or subdivision rights. The Mayor asked that the City Attorney make a written ,
report as to whether or not the City can or connot chare a f ee for property already in
the City. The Attorney stated that a distincion must be made as to whether this is a
subdivision fee or an annexation fee. Councilman Stout was of the opinion that this ,
should be considered as an annexatio fee. Councilman Spillers stated that the property
owner has been paying City taxes for the past seven years as a part of the Carson-Monckton
Tract.
= I
Councilman Britschgi stated that his question was what was going to happen to the water. ',
Is it going to be dumped into Stulsaft Park? Mr. Frahm stated that about 50 to 60 of
the water is carried toward Stulsaft Park. :City Engineer Jain stated that the creek is ,
the natural channel for the water to drain. He tated tha.t he did't know what else the
City could do to take care of the water as it was his belief that about 80 of the water I'
will drain tcsward Stulsaft Park. This was followed by considerable discussion after which ll,
Mr. Frahm stated that he thought that perhaps an 8 x 8 box with a filter could be built
at the end of each drain pipe emptying into the channel which would help to clean the oil,
etc. from the water emptying into tulsaf't Park. Mr. Frahm suggested that his company '
and the City Council meet and discuss this before accepting the second unit. Councilman '
Stout was of the opinion that this should be made a condition to the Planning Commission' s ',
recommendations. Councilman Royer asked that the Council make this a condition to the ,
second unit.
Councilman noyer moned approval of the Planning Commissionts recommendation with the
addition of item 12 (approval of the Farm Hills Boulevard map) to the conditions,
seconded by Councilman Spillers. Councilman Britschgi stated that the Council had agreed I
that no one could move into these homes before the road was finished. Mr. Wells stated
k
"' that no one could move into these homes before the road was finished. Mr. Wells stated
that the only condition he asked was that the City have all the deeds and full approval ',
'of the City Engineer for the plans and specifications. He asked that the street be '
completed by June lst. City Enineer Jain asked that the sanitary drainage be approved I',
before the submitting of area 2, approve Farm Hills Boulevard as well as the streets
enterin same. The question w as asked how much would the bond be. The answer was '
