� •r' <br /> �.., 4 J <br /> While I am not sure of the area to which Mr. Oddstad refers� I assume he is referring <br /> to certain potential� so—called "fringe" water consumers in the area contiguous to <br /> „ the Farm Hill subdivisions. <br /> ' Obviously�. it would not be reasonable to expect lbir. �ddstad to provide such facilities <br /> f or the benefit of property owners outside the Farm Hill subdivision. Theref ore� I <br /> am �nformed by the Engineering Department� this system has not been designed to serve <br /> outside territory. <br /> PJeither, in tt�r opinion, would it be wise to permit adjacent property to take advantage <br /> �"" of a free ride by obtaining �rater service from the facilities installed to serve the - <br /> Farm Hill subdivisions. This� in my opinion, w�uld not only be unfair to Mr. Oddstad, <br /> �„i but` it would also prohibit the inclusion of such property in an,y future assessment <br /> districts in order that it may pay its fair share for the improvement of the adjacent <br /> Emerald Lake area. , � <br /> It would be r�y recommendation therefore� that no agreement be entered into at this time <br /> with the understanding that in the event any exceptional isolated cases may arise� . <br /> whereby it may be deemed advantageous to secure water service in the manner suggested, <br /> �"` that engineering studies be made of each individual case, in order to determine if the <br /> facilities are adequate for additional service, and to fix a fair charge f or such <br /> �,., c onnec tion.�' <br /> Councilman Jones moved acceptance of report, seconded by Councilman Britschgi, copy af report to be <br /> furneshed to Mr. Oddstad. bzotion carried. <br /> A. SPINAS REQUEST CROSSING GUARD AT B�1Y ROAD �ND TEPITH AVENUE 4DJACENT TO TAFT SCHOOL. In his letter Mr. Spinas ' <br /> stated that since the city limits line of Redwood City is the center line of E3ay Road at that intersection� <br /> it was suggested that the cost of the guard by shared by the County of San �ateo and the City of Redwood <br /> City. Councilman Royer moved approval of the request, seconded by Councilman Stout. Chief Faulstich stated I <br /> that every student crossing the street will be from the County. 1l2otion carried. ', <br /> PERSONNEL BOARD REC014Il�.R�1V'DATION REGARDING ASSISTAPIT TO THE CITY A.��ANAGER. The Clerk read the following letter: <br /> ��Fursuant to a letter from the City Council requesting the Personnel Board to compare the <br /> to compare the position classifications of "Administrative Assistant" and "Assistant <br /> City Ddanager", and recommend the one most suited to the needs of the City Manager�s <br /> office, the Board recommends as follov�rs: <br /> l. The title of "Assistant to the City Manager�' is recammended� in lieu of "Assistant , <br /> e' City Manager". A careful study of the duties essential to this position was made� ' <br /> and the Board feels that the title recommended more nearly describes the position� , <br /> and will avoid the necessity of requesting a change in the City Charter, vrhich would <br /> be required by any division of the authority and responsibilities of the City Manager. <br /> The recommended job specification is attached hereto.
