Councilman Spillers objected to this, and moved an amendment to hold up permit for two weeks during which time an effort be made by City Engineer Jain and City Manager Rolison, to get the service underground. Councilman Granger offered to assist in an effort to secure the necessary easements to allow running the service from the rear. Motion on the amendment to hold off for two weeks carried. City Attorney Currie called attention to the hazardous condition of the poles on El Camino Real, after which Councilman Royer moved that request for 120 days permit be grant ed. Motion was seconded by Councilman Britschgi and carried. PETITION FOR IMPROVEMENT EBENER, POPLAR AND HESS ROAD. Mr. Kupfer appeared and stated that there was a petition for the improvements about a year ago and they could not get the necessary 'signatures. Councilman Britschgi moved that this be turned over to the Real Estate Commit- tee and report back in one week. Motion was lost for lack of a second. Councilman Spil- lers suggested that the petition be sent back to the property owners and an effort be made to continue Ebener Street to Woodside Road. Mr. Wm. Phoenix stated that he tried this and was not able to secure enough signatures. Councilman Royer moved that this be placed in the hands of the Real Estate Committee for report in two weeks, seconded by Councilman Jones and carried. CITY MANAGER REQUEST AUTHORITY TO ADVERTISE FOR INSTALLATION OF 12" WATER MAIN, ALSO PERMISSION TO EMPLOY NECESSARY OUTSIDE ENGINEERING SERVICES TO MAKE SURVEYS AND PREPARE PLANS AND SPECIFICATIONS.Councilman Granger moved that the City Manager be given the authority requested, seconded by Councilman Spillers and carried. RESOLUTION 1831 OFFERED BY COUNCILMAN SPILLERS AUTHORIZING MEMO OF AGREEMENT, GAS TAX ALLOCA- TION, MAJOR CITY STREETS, seconded by Councilman Stout and carried on roll call. RESOLUTION 1832 ORDERING STOP SIGNS, One on Northeast corner Haven and Bay Road, Valota Road II and Roosevelt Avenue, offered by Councilman Spillers who moved its adoption, seconded by Councilman Britschgi 'and carried on roll call. RESOLUTION 1833 offered by Councilman Britschgi TO TRANSFER $715.00 FROM UNBUDGETED RESERVE TO PARK DEPARTMENT CAPITAL OUTLAY to cover part of the cost of fencing Maddux Park, who moved its adoption, seconded by Councilman Stout and carried on roll call. PORT MANAGER McCARL RE: YACHT HARBOR AND RECREATIONAL AREA. Letter from M. D. McCarl, Manager of the Port of Redwood City, was read and ordered filed. Councilman Spillers moved that this be referred to the Yacht Harbor Committee, seconded by Councilman Royer and carried. CITY ATTORNEY REPORT ON COUNCIL JURISDICTION ON ISSUANCE OF USE PERMITS. Councilman Granger would like to see the ordinance which brought about the use permit amended and make ex- ceptions requiring that permits for certain items be approved by the City Council. Coun- cilman Britschgi moved that this be referred to the City Attorney to clear up. There was no second on this motion. City Attorney suggested that a committee of council members be appointed to go over the ordinance and make recommendation in two weeks. Councilman Granger so moved, seconded by Councilman Stout and carried. Mayor Herkner appointed Coun- cilman Granger as Chairman of the Committee and Councilman Stout to work on this. CITY ENGINEER JAIN RECOMMENDED ACCEPTANCE OF STERLING HEIGHTS NO. 1. Subject to the following conditions: 1. Correction of all defects in materials and workmanship which might appear within one year from this date. 2. Payment by the subdivider of all engineering and inspection charges due the City, before release of the performance bond. • Councilman Spillers moved the recommendation of the City Engineer be accepted, seconded by Councilman Britschgi and carried.
