Letter from City Manager <br /> read in which he recommended that this permit be granted subject to the usual insurance <br /> and public safety requirements. Also that a deposit of $100.00 for the use of portable <br /> water meter and $25.00 clean -up and $25.00 for poster removal is required, all of which <br /> is refundable upon satisfactory completion of the work. Councilman Jones moved that the <br /> recommendation of the City Manager be approved, seconded by Councilman Stout and carried. <br /> CITY MANAGER AND CITY ENGINEER RECOMMENDATION RE: MR. DUKE'S REQUEST FOR BUILDING PERMIT ON <br /> CANYON ROAD. Letter from City Manager Rolison.recormnending the acquisition of this pro- <br /> perty. Councilman Stout moved that the City Attorney be instructed to proceed with the <br /> necessary negotiations to acquire the property. Councilman Jones seconded the motion. <br /> Councilman Royer stated that he had looked at the property and there appeared to be some <br /> justification to acquire property and extend Breeze Place to Canyon Road. Mr. Albert Horn, <br /> Attorney for the Dukes, stated that the necessity of speed is essential. City Attorney <br /> Currie advised action can be speeded up if price can be agreed upon and money is avail- <br /> able. Mr. Duke was anxious to know about sewer hookup and was informed that if property <br /> is located in the same area he can be served subject to posting bond as was discussed <br /> previously. Motion carried. Mr. Duke and City Attorney will get together later this <br /> week. _ <br /> CITY ENGINEER REPORT ON COAST ELECTRIC COMPANY SIDEWALKS. Letter from City Engineer Jain <br /> stated that sidewalk was constructed in compliance with plans and specifications and <br /> contractor can not be held responsible for conditions which developed after acceptance. <br /> It appears that the only way this condition could be corrected would be for the City to <br /> expend the necessary funds providing the owners waive any claim for further damage which <br /> might occur. Councilman Granger moved that this be placed on the agenda for thirty days <br /> so that the Council may have an opportunity to inspect the condition of the sidewalk, sec- <br /> onded by Councilman Britschgi and carried. Mayor Herkner will set a day and hour agree- <br /> able to all. <br /> PARK AND RECREATION COMMISSION RECOMMENDATION - RELEASE PORTION OF PARK AT ELM, BEECH AND <br /> MAIN FOR WIDOWS, INC. BUILDING. Letter from Louise Tornell, Secretary of Park and <br /> Recreation Commission, in which it is recommended that this property be released to the <br /> Widow's Inc., with the provisions that they are to maintain the grounds and assume all <br /> liability was read. Mrs. V. Tepfer appeared informing the Council that the building is <br /> to be one story 45 feet deep, 214 feet wide, on a stone foundation, either frame or brick, <br /> whichever the Council will approve. This building will cover about 1125 sq. ft. The Coun- <br /> cil was informed that this is an organization of women who are unable to secure regular <br /> employment and might be able to engage in activities to become self - supporting. The build- <br /> ing will be used for this purpose and also for the shelter of any aged person who might <br /> wish to use the facilities. Councilman Britschgi stated that a portion of Mezes Park will <br /> be available and this might not be a bad location for such operations. There was some <br /> discussion as to the location of this building, and if the proposed park is appropriate <br /> for it, after which Councilman Stout moved that this matter be referred to the Council <br /> Park and Recreation Committee for study and report back at some later date. Mr. Tuite <br /> was concerned over the loss of one of the City's parks, and was of the opinion that the <br />
