6.3.C. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> May 23, 2011 <br /> SUBJECT <br /> Joint Powers Agreement for City/County Association of Governments <br /> RECOMMENDATION <br /> Authorize, by resolution, the city's continued participation in the City/County Association <br /> of Governments of San Mateo County (C/CAG), approve the joint powers agreement, <br /> and authorize the City Manager to execute same. <br /> BAC KG RO U N D <br /> C/CAG was established in 1991. The current joint powers agreement between the <br /> twenty cities and San Mateo County that provides the legal basis for C/CAG, expires <br /> December 31, 2011. A new agreement is necessary to reauthorize C/CAG and for the <br /> city to continue as a member. Redwood City has been a voting member since C/CAG's <br /> inception. <br /> C/CAG's Role <br /> C/CAG provides a forum for all agencies to collaborate on common issues. C/CAG <br /> coordinates countywide address of concerns that include transportation, stormwater <br /> pollution management, abandoned vehicle abatement, solid waste, airport land use, and <br /> legislation. C/CAG performs a variety of projects and programs that respond to regional <br /> needs. C/CAG also acts as program manager for some state and federal funds. <br /> C/CAG provides a forum for intergovernmental and regional information exchange and <br /> state lobbyist support to protect local revenue. <br /> Projects and Programs <br /> C/CAG programs are mandated, or generate revenue for San Mateo County, or provide <br /> a cost savings to member cities. Some of C/CAG's programs fulfill the city's obligation <br /> to respond to state mandates. The cost to the city to perform these mandates without <br /> access to C/CAG's programs would far exceed the cost of inembership. Please see <br /> C/CAG's 2009-10 Annual Report (attached) for a description of C/CAG projects and <br /> programs. <br /> Benefits of Membership <br /> The city benefits from C/CAG's assistance in securing funds for transportation projects. <br /> Member agencies have a vote in the distribution of state and federal transportation <br /> funds ($40-$60M every two years) allocated to the county. <br /> C/CAG accomplishments include the Smart Corridor Project, AB 1546 C/CAG DM�/ Fee <br /> (only county in state), Measure M DMV Fee, Sub-regional RHNA Process (only sub- <br />
