6.3.C. - Page2 <br /> region in the state), and sponsorship of SB 348 which assess up to $4.00 in motor <br /> vehicle fees for funding to reduce traffic congestion and the state-mandated Countywide <br /> Stormwater Pollution Prevention Program. Most notably, C/CAG initiated Measure M, <br /> a San Mateo County Vehicle Registration Fee, which was approved by county voters <br /> last November. Measure M will generate $175M over 25 years to fund regional <br /> roadwork, signs and traffic signals, street sweeping and storm inlet cleaning, and local <br /> shuttles. <br /> Proposed Joint Powers Agreement <br /> The city renewed the joint powers agreement in 1995, 1999, 2003, and 2007 (every four <br /> years) to continue membership in C/CAG. However, the proposed agreement will <br /> renew membership until December 1, 2015 and, thereafter, will continue until otherwise <br /> terminated. The agreement will terminate if participating cities contain less than a <br /> majority of the population of the county, or fewer than eleven cities elect to participate. <br /> Upon termination, equipment and all other assets shall be distributed to the city in <br /> proportion to the contribution of the city during the life of C/CAG. There are additional <br /> provisions for any party to withdraw. The terms and conditions of the proposed <br /> agreement are similar to those contained in previous versions with a few exceptions. <br /> Those exceptions include updating the committee list, changes to the reauthorization <br /> process, qualifying C/CAG's assumption of responsibility for Storm Water Discharge <br /> Permits, addition of other types of funding C/CAG can pursue, and addition of other <br /> types of legislative programs C/CAG can participate in. <br /> ALTERNATIVES <br /> Council may elect not to approve the joint powers agreement for C/CAG membership <br /> and direct staff to investigate other means to comply with state mandates and attract <br /> transportation funding. <br /> FISCAL IMPACT <br /> C/CAG's annual membership fee is prorated based on the population of the <br /> participating city. Redwood City's estimated fee for membership in C/CAG for calendar <br /> year 2012 is $67,348.
