Such approach would give this Council Member reassurance that things are being <br /> handled and planned appropriately. He encouraged staff to look at opportunities to sell our <br /> services and he would like staff to do some benchmarking. He believes that "on time" and <br /> "below budget" is something to strive for. One Council Member asked if the additions are <br /> compensated by reductions and staff confirmed. This Council Member would like staff to <br /> include budgeting for specific goals such as transportation and mobility. The sidewalk <br /> replacement program was also discussed. <br /> Mayor Ira believes that the water and sewer funds were shortsighted and he would have liked <br /> more detail on those funds in the report. He would like staff to come back and talk about the <br /> water and sewer rate increases. Another Council Member noted that the Utility User's Tax is <br /> going into CI P and not the General Fund. It was also suggested the consideration of a master <br /> contract for various services that are shared between jurisdictions. Staff was also encouraged to <br /> think about how we can possibly sell our services. There were some brief questions about the <br /> shooting range and the project selection process. Staff provided answers to these issues. <br /> City Manager Bell said that staff will look at a more integrated approach for next year, focusing <br /> on some performance measures and include a long-term view. <br /> 9. MATTERS OF COUNCIL INTEREST <br /> A. City Council Members Reports of Conferences/Meetings Attended. <br /> -Council Member Gee reported on the Ad Hoc Bayfront Collaboration meeting and how it was <br /> well attended and lasted 90-minutes. He is optimistic that the City and the neighbors will look at <br /> a large menu of choices and then come bring those back to the Council for deliberation. He <br /> explained that there will be a lot of sharing of information and the committee will get together <br /> back in June to look at innovative approaches. Council Member Pierce and Bain also serve on <br /> this committee but had no additional comments. <br /> -Council Member Pierce attended the Silicon Valley Bike Coalition two day conference and she <br /> spoke about two initiatives to get people walking. She also attended the League of CA Cities <br /> conference in Ontario and there was a Redevelopment Alternative that was presented. She <br /> noted a meeting on Thursday April 14 for all the elected officials of San Mateo County to <br /> preview the Bay Plan alternatives. <br /> -Council Member Foust announced another meeting on April 27 from 5 to 8:30 p.m. at the San <br /> Mateo County public library. <br /> -Council Member Seybert acknowledged that former Mayor/Council Member Jim Hartnett was <br /> recently appointed to the High Speed Rail Board and this is an honor for this community and a <br /> great asset for our interests. <br /> -Vice Mayor Aguirre reported on attending the Mayors for Meals event and she had a great time <br /> representing the Mayor and City Council. <br /> JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD April 11, 2011 <br /> MEETING MINUTES PAGE 5 <br />
