6.3.E. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> May 23, 2011 <br /> SUBJECT <br /> Amend the City of Redwood City's classification plan <br /> RECOMMENDATION <br /> Approve, by resolution, the addition of the following three classifications to the city's <br /> classification plan. <br /> • Community Development Director to the Executive/Confidential Group <br /> • Senior Transportation Coordinator and Landscape Architect to the Redwood City <br /> Management Employees Association Group <br /> BAC KG RO U N D <br /> In July, 2009 the former Community Development Services Department ("CDS") was <br /> restructured into two departments: 1) Planning, Housing and Economic Development <br /> Department ("PHED") and 2) Building, Infrastructure and Transportation Department <br /> ("BIT"). In January, 2011 the city retained interim staff from Management Partners, one <br /> of whose assignments was to evaluate re-aggregating BIT and PHED and develop an <br /> organizational structure for the newly formed department. The City Manager has <br /> reviewed Management Partners' findings and has decided to recombine the two <br /> departments under one Community Development Director effective July 1, 2011. This <br /> reorganization responds to Council's strategic initiative supporting effective and efficient <br /> service delivery. <br /> Advantages of Recombining as a Community Development Department <br /> The key advantages of recombining the BIT and PHED departments are: <br /> • Strengthened coordination. Having all city staff who work on improvements to the <br /> city's built environment, both public and private, in one department promotes <br /> coordination. The history of regular coordination between the planning, building and <br /> engineering staff in Redwood City is an important strength that a combined <br /> department ensures will continue to develop. <br /> • Community Development Director position provides strategic guidance. The new <br /> Community Development Director position adds more focus on leadership and <br /> strategy. The current staff is technically strong. The new Director position can <br /> increase the effectiveness of that technical skill by contributing strong leadership, <br /> strategy, team building, coordination and communication skills. The Director can <br /> help coordinate activities and evaluate processes as they relate to services provided <br /> by the various divisions under the Director's purview while providing strategic <br /> d i re ct i o n to staff. <br />
