6.3.E. - Page2 <br /> • Opportunities for restructuring the divisions. The recombination of the BIT and PHED <br /> departments into one department also provides the opportunity to restructure the <br /> Planning and Engineering divisions to help them address current needs more <br /> effectively as described below. <br /> Organization of the Community Development Department <br /> There will be three divisions - Planning, Building and Engineering- as shown on the <br /> attached organization chart. Each of the three divisions will have a technically strong <br /> manager who will be responsible for the day-to-day technical operations of the <br /> department and report to the new Community Development Director. <br /> The new Community Development Director will be in the Executive Management group. <br /> The proposed salary range is $13,323 to $16,280 per month. New funding for this <br /> position will be required and will be included in the FY 2011-12 Annual Budget. <br /> Enqineerinq Division Structure <br /> Restructure the Engineering division into two sections. <br /> The engineering staff will be assigned to two sections - a capital improvement section <br /> and a private development/transportation section. Creating these two sections clarifies <br /> the structure and the responsibilities of engineering staff, will assist external customers <br /> in locating the appropriate service provider and supports timely and responsive <br /> customer service. The creation of a Private Development/Transportation Section allows <br /> for greater focus on service to private development review and transportation planning. <br /> The Capital Improvement Section plans, designs, and manages the construction of city <br /> capital improvements. Given the strong technical skills of the Capital Improvement <br /> staff, the Engineering Manager will supervise this section in addition to managing the <br /> division. This reorganization reduces the number of Supervising Civil Engineers from <br /> two to one, freeing up a vacant Supervising Civil Engineer position to meet other city <br /> needs. <br /> Reallocate staff resources to transportation and landscape architecture. <br /> There are two areas that were identified as inadequately staffed: transportation planning <br /> and landscape architecture. <br /> • Create a Senior Transportation Coordinator position. Transportation is one of the <br /> city's Strategic Initiatives. Projects like high speed rail, Dumbarton Rail, downtown <br /> parking, bike and pedestrian mobility planning, and transportation issues as part of <br /> private development proposals have created a need for additional staff with <br /> transportation planning and coordination expertise. <br /> The Senior Transportation Coordinator will be a management position represented <br /> by the Redwood City Management Employees Association. The proposed salary <br /> range is $8,456 to $10,147 per month. Funding for the position is available as a <br /> result of a vacant Supervising Civil Engineer position, which will be eliminated from <br /> the budget. <br />
