6.3.E. - Page3 <br /> • Create a Landscape Architect position. Currently, the city has a contract position, <br /> filled by a landscape designer, who works on city landscape projects. Staff from <br /> Planning, Parks and Engineering all support creating a regular city staff Landscape <br /> Architect position. This position will support the design of numerous city projects, <br /> including parks and streetscapes and ensure the installation of attractive landscape <br /> improvements that will enhance the city's appearance downtown and throughout the <br /> neighborhoods. This Landscape Architect position would make permanent the <br /> landscape design assistance the current contract person provides and also assist <br /> staff in the review of landscape proposals for private development and other tasks <br /> where a landscape architect's skills would add to the quality and efficient delivery of <br /> landscape improvements. <br /> The Landscape Architect will be a management position represented by the <br /> Redwood City Management Employees Association. The proposed salary range is <br /> $7,647 to $9,176 per month. Funding for the position is available as a result of a <br /> vacant Associate Engineer position which will be eliminated from the budget. <br /> Planninq Division Structure <br /> Redefine the role of two Planning sections. <br /> The proposed restructuring maintains Planning as a division with three sections, but <br /> redefines the function of two of those sections. The reorganization also reduces the <br /> number of required Senior Level Supervisors in Planning from three to two. <br /> • Current Planning Section. Continues to perform existing function. <br /> • Create an Implementation and Special Pro�ects Section. This section replaces the <br /> existing Strategic Planning Section. Key long range documents, the General Plan, <br /> the Housing Element, the Downtown Precise Plan and the five year Redevelopment <br /> Implementation Plan are completed. The focus now must shift to the implementation <br /> of these plans -- nimbly taking advantage of opportunities and responding to <br /> challenges. The newly created section will provide this focus. This section will <br /> address General Plan implementation, large and special projects, downtown support <br /> and regional work. <br /> • CDBG/HOME Administration. This section replaces the previously much larger <br /> Housing and Economic Development Section. Outreach to downtown businesses, a <br /> function previously performed by this section, will be provided by a Downtown <br /> Development Specialist in the City Manager's office. <br /> This section only has two people who are focused on administering the <br /> CDBG/HOME program and other affordable housing and housing rehabilitation <br /> programs. This section is small and technically oriented, so the Planning Manager <br /> would supervise this staff in addition to managing the Planning Division <br /> Buildinq Division Structure <br /> The Building Official position is currently vacant. Recruitment for the position is <br /> underway. Given this key vacancy, no changes are proposed to the staffing <br /> configuration in the Building Division. <br />
