7.8 -1 <br />REPORT <br />To the Honorable Mayor City Council <br />From the City Manager <br />August 11, 2003 <br />Subject <br />General Plan and Zoning Map Amendment for 20 Avondale Avenue <br />Recommendation <br />1) Amend the General Plan Land Use Designation for 20 Avondale Avenue from 'Low <br />Density Residential' to 'Heavy Commercial /Office Mixed Use Residential;' and <br />2) Amend the Zoning Map designation for 20 Avondale Avenue from 'R -1' (Single <br />Family Residential) to 'CG -R' (General Commercial — Combined Residential). <br />Background <br />On June 4, 2002, the Planning Commission recommended to the City Council to amend <br />the General Plan and Zoning Map designations for 20 Avondale Avenue as follows: <br />General Plan Land Use Designation: <br />From: 'Low Density Residential' to 'Heavy Commercial /Office Mixed Use' <br />Zoning Map Designation: <br />From: 'Single Family Residential' (R -1) to 'General Commercial — Combined <br />Residential' (CG -R) <br />The Planning Commission Staff Report and minutes from the June 4, 2002 meeting are <br />included in Attachment #1. <br />The proposed General Plan and Zoning Map Amendments were part of a review for a <br />proposed 13,466 square foot three -story mixed use development on the two contiguous <br />parcels, 20 Avondale Avenue and 150 El Camino Real. Please refer to the project plans in <br />Attachment #2. The proposed project includes two floors of office space, seven residential <br />units on a third (top) floor, underground and surface parking. The project composition and <br />design were a response to changes made to the Redwood City Zoning Ordinance in April <br />2001 as a result of the Interim Urgency Ordinance that was in effect in late 2000 related to <br />office development and incentives for mixed use development. <br />Twenty Avondale is approximately 6,850 square feet, was previously developed with a <br />single - family home, and is currently vacant except for an unused garage structure and a <br />London Plane tree. It is located near the northwest corner of El Camino Real and Avondale <br />Avenue. The parcel is sandwiched between an R -1 Single- family residential Zoning District <br />and a CG -R (General Commercial — Combined Retail) Zoning District. Please refer to the <br />zoning map, below. A single - family home is located immediately to the southwest of the <br />property on Avondale Avenue. Another single family home parcel, with frontage on Finger <br />Avenue, abuts the rear west corner of the subject property. <br />The adjacent parcel, 150 El Camino Real is a former gas station site, approximately 12,700 <br />square feet, and is currently vacant except for ground water and soil contamination <br />
